  2. CRSF Priority Areas • Creating an enabling environment • Intersectoral response • Prevention • Treatment, care and support • Capacity development • Monitoring, evaluation, research

  3. Strategic Objectives and Regional Goods and Services by Priority Areas

  4. Status: Enabling Environment RPG&S Status • Adoption of model policies and legislation • Regional policies on HIV- related migration issues • Establishment of S&D Unit • Research studies • A Regional Model Policy on HIV-related Stigma and Discrimination; and Model Anti-Discrimination (HIV and AIDS) Law developed - Process will commence in Sept 2010 with GTZ funding - Unit was established in Jan 2009. Inception Phase concluded in Feb 2010 while the Implementation Phase began in March 2010 and will run until 2012 - At least six studies completed

Status: Intersectoral Response (1) RPG&S Status • TA for the development of NSPs • Development and dissemination of regional model policies for the education and tourism sectors • Advocacy for implementation of HIV and AIDS workplace policy for the education sector • Gap/needs analysis completed • A Draft Model Policy for the Education Sector has been approved by MoE at least two countries have begun the process of adoption and adaptation A Model policy for the Tourism Sector has not yet been developed - This has been an on-going effort spearheaded by the CARICOM Secretariat

Status: Intersectoral Response (2) RPG&S Status • Support for HLFE policies and programmes • Support for the development of networks of PLHIV and MARPs • Establishment and maintenance (on the PANCAP Website) of a database of NGOs, CBOs and FBOs working on HIV • This has been an on-going effort spearheaded by the CARICOM Secretariat • This will be the major thrust of the PANCAP/Global Fund Rd 9 Grant A Model policy for the Tourism Sector has not yet been developed - This will be a feature of the re-constructed and upgraded PANCAP website and electronic repository that will be launched at the end of Sept 2010

Status: Intersectoral Response (3) RPG&S Status • TA to build capacity of NGOs, CBOs, FBOs • Regional advocacy for more private sector involvement in the HIV response • This will be an area of emphasis within the PANCAP/GF Rd 9 Grant - The PCBC , with its satellite National Business Coalitions in five countries, continues to serve as the main platform for engaging the private sector on HIV issues in an organized fashion.   As well, the PCBC and the PCU have engaged with the IAC explore issues related to insurance coverage for HIV-infected persons. A joint meeting will be held in November 2010

Status: Prevention RPG&S Addressed RPG&S Not Addressed • Addressing pregnant women and their families • Addressing STIs • Facilitate strengthening of HIV and STI surveillance at country level • TA for HIV prevention • Sharing best practices for prevention and promotion strategies • Addressing youth – research on BCC • Addressing MARPs – research, training, dissemination of lessons learned • Addressing PLHIV – research dissemination of best practices

Status: Treatment, Care, Support RPG&S Status • TA for training in HIV Treatment, care Support • Update and disseminate regional guidelines on HIV and TB treatment, care and support • Develop an HIV training curriculum for regional educational institutions • Already for 2010, a total of 2,111 persons have been trained through CHART. • Regional guidelines on TB/HIV care have been produced along with job aides. Development of guidelines for HIV management is pending. - Review and development of curricula for selected health care workers will be undertaken by CHART under PANCAP/Global Fund Round 9 Grant.

Status: Treatment, Care, Support (2) RPG&S Status • Develop a regional pooled procurement process • Create a regional directory of service providers and technical expertise • Research on issues related to treatment of HIV, TB and STIs • Referral mechanisms for social support services. • Mechanisms for HIV pharmacovigilance • Pooled procurement system exists for OECS. • Currently being undertaken with targeted completion date being Nov 2010. - Limited progress on these three (3) RPG&S

Status: Capacity Development • Development of pre-service and in-service training curricula • for health care providers • Expanding leadership training for health professionals • Provision of direct TA to strengthen capacity of NAPS • Provision of TA to build capacity of CBOs, FBOs, NGOs and • PLHIV • Preparation of HIV case studies for application in countries • and development and execution of mentorship programmes

  12. Status: M&E and Research • Technical assistance to countries in updating and • evaluating M&E data systems and collecting • strategic information, including capacity building • and mentoring activities; and • Training in results-oriented project management • and performance measurement for countries • and execution of mentorship programmes

  13. THE MEETING is invited to: • Noteprogress made in the implementation of the CRSF; • 2)Note also the existing gaps for which no funding is immediately available; • 3)Adviseon the way forward in meeting the deficits in the delivery of Regional Goods and Services contemplated by the CRSF.
