Review requirement • In the Council resolution on the Developments in the governance of the European Research Area (ERA), as adopted by the Competitiveness Council at its meeting on 26 May 2010, the Council agrees to review the mandate of ERAC ("the Committee") by the end of 2012.
Objectives • The Review of ERAC should: • Assess if the mandate of ERAC is adequate to fulfil its mission; • Assess if ERAC has been effective in fulfilling its mandate; • Consider where there is scope for improvement; • Assess if the mandate allows ERAC to take into account new elements of EU R&I policy and initiatives;
Methodology • What will be reviewed? • Only ERAC, not other ERA related groups (but interactions between to be considered); • How will the review be carried out? • Self-assessment by members of ERAC based on the set of questions; compilation of responses by Commission; discussion and exchange of views in ERAC Plenary; • Who will carry out the review? • ERAC itself;
Timetable • Review of the mandate of ERAC by the end of 2012 • Work to be completed in December; • Initial discussion on methodology and timetable at ERAC Plenary meeting, 6-7 September; • Formulation of a set of questions by the Steering Board in September; • Self-assessment by members of ERAC, based on this set of questions, by mid-October; • Analysis of responses by Commission and discussion in Steering Board by the end of October; • Discussion and conclusions at ERAC Plenary meeting, 16 November; • Draft report on review of ERAC and recommendations, December 2012; • Consideration by Research WG and Coreper, January/February 2013; • Council conclusions or Council resolution in early 2013
