DCS LEASONS LEARNT ARE ADDITIONAL TO NDPW PRESENTATION The department comments will be additional to the NDPW presentation as they are responsible for procurement and appointment of contractors. It focuses on lessons learnt from DCS as user department
DCS LEASONS LEARNT IS ADDITION TO DPW PRESENTATION • Implement scope lock down when tender is awarded to avoid unnecessary variation orders and delays • To empty facilities totally at the start of the project to allow uninterrupted construction. The phased approach to accommodate housing of offenders leads to longer construction period and increased escalation on the contract. • Site risks to be micro manage e.g. detail soil reports, water table and storm water risks which leads to extra costs and delays.
DCS LEASONS LEARNT IS ADDITION TO DPW PRESENTATION • DCS Facilities capacity to be increased to monitor design and construction phase by the department • Appointment of 2 major contracts to the same contractor not experienced in building construction is not desirable • The need to develop prototype drawings for 500 and 1000 bed correctional centres to shorten design and documentation period and limit risks
