Worksites 1.1 Introduction  • The Council has care and control of thoroughfares within its municipality with the exception of those roads that fall under the jurisdiction of Main Roads. • Both the Local Government Act 1995, and the City’s Thoroughfares And Public Places Local Law 2007 empowers the City to approve the obstruction of a thoroughfare. • To coordinate all the activities in the municipality, the City requires that contractors working within the road reserve apply for a Road and Footpath Obstruction Permit. In the majority of cases a Traffic Management Plan is required. Applications are made to the Approval Services Unit, Technical Team. • The Team currently issues an average of 250 per month or 3000 permits per year. Road Work and Event Traffic Management

  3. Worksites 1.2 Purpose of the permit • Ensure Pedestrian, Cyclist & Motorist safety • Coordinate all the activities in the municipality and ensure traffic congestion across the City is minimised • Manage damage to infrastructure within the road reserve Road Work and Event Traffic Management

  5. Worksites 1.4 The service we provide & benefit to contractors • 48hr usual turnaround for the majority of applications, 14 days for weekend road closures. For weekday road or significant lane changes, times may vary. • Ensure that the works will be unimpeded by other activities. • Knowledge of recent changes to road network, other temporary traffic management & potential issues that impact on the design or operations. • Provide copies of permits to Main Roads and Police. • Provide road closure notices to transport & emergency authorities, hotels, hospitals and other businesses and prepare advertisements for printed media. • Provide 24/7 service for public enquiries on advertised road closures. • Attend regular operational meetings with developers/contractors oflarge infrastructure projects to ensure smooth implementation and improved response time.   7. Worksites 1.5 Considerations The approval of such request depends on the circumstances of the proposal. Some of the issues that are taken into consideration are: • the location of the proposal. • the width of the footpath or roadway. • the day and times of operation. • impact on public transport and cycle routes. • pedestrian density and disability requirements. • traffic volumes, parking restrictions, bus lanes and clearways. • adjacent works, road/lane closures or events. • size and type of the equipment used. • weight capacity of tunnels and clearance to overpasses or bridges. • impact on the adjacent businesses or residents. • nuisance generated e.g. noise, dust, water. • requirements for reinstatement & bonds. Worksites 1.7 Ongoing Challenges • The number of large infrastructure projects currently being undertaken within the City. • Late lodgement of Traffic Management Plans and submitted without RTM sign-off. • TCD’s do not include recent changes to road network. • Traffic management is installed outside approved times thus causing congestion during peaks. • Traffic Controllers stop traffic without consideration of traffic conditions. • Traffic Management devices not set out in accordance with TCD’s or placed in poor locations. • Pedestrian movements or cycle routes not adequately considered. • TMP fail to consider high traffic flows from adjacent public car parks.   17. Events 2.1 Background • The City approves in the order of 300 events a year. The majority are on reserves however 30-40 events per year require road closures. The majority of these are held on weekends. • The approval authority for road closures within the City depends on the type of event. Most large events require the prior approval of the WA Police, the local authority and often Main Roads. Within the Main Roads Traffic Management Code of Practice for events, a comprehensive flow chart shows what approvals are required for different type on events. Events 2.4 Ongoing Challenges • Closures usually deny businesses and residents access to properties. • Parked vehicles left on roadway prior to event may require removal. • Vehicles with public or private car parks denied egress. • Impacts on public transport routes and cyclist. • Access may be required for Hospitals, Hotels or other business that are totally land locked e.g. Barrack Sq.
