East Coast Regional Consultation on Climate Change AdaptationRajamundry, AP, August 26-27, 2013Session III: Planning, Mainstreaming and Convergence of CCA, DRR and CCM with developmental planning - AdaptCap approach Manjeet S Saluja
Rationale for Mainstreaming • National Action Plan on Climate Change (NAPCC) has resources allocated and would entail coordination with major departments to implement those activities. • Climate change Action programme under the 12th five year plan with MoEF as the nodal ministry. An allocation of 290 crores for the scheme • There is a growing recognition that Adaptation to climate Change is a part of the developmental process rather than separated from it • Climate change must take a “no-regret” approach. It emphasizes measures that should be taken regardless - even in the absence of climate change - because they contribute to the development process of the local community • At the same time, they put community in a better position to adapt to or mitigate the effects of climate change
Entry Points • Top – down Planning: State Action Plans for Climate Change • Bottom – up Planning: District and PRI level for mainstreaming
Key achievements • Financial Allocations • Rs. 1.57 croresallocatedby AP governmentforexpandingAdaptCapschemesandconcepts in Vizagdistrict • 16 Croressanctioned in AP bythe AP Community basedtanksprogrammebytheirrigationdept. • Vibrant partnershipwith NIDM • Districtdisastermanagementplans in Thiruvallurunderreviewtointegrate CCA andDRR • VDMPs prepared for 6 communities in AP and TN on GoItemplate • Integration at City level • City task force formed in Ponneri, TN with key officials from Town Panchayat including Chairperson & RDO, CBOs, DRR experts and NGOs • MoU signed for project implementation • V&NA replicated in 18 wards, V&NA for entire Town Panchayat being discussed
Key achievements – Nellore experience • Committee set up by the district administration to independently assess the impact of the pilot interventions • Pioneering district to have a “Climate proofed” development plan
Lessons learnt • Creation of new structures to implement Climate change adapatation vis a vis making use of the existing ones through Convergence • Climate change Adaptation is not an isolated activity and hence may not have a separate plan • Sector plans must integrate Climate change activities • In other words the existing sector plans need to be Climate proofed • Capacities of members of District Planning committees need to be strengthened on issues related to Climate change adaptation • Additionality of climate project needs to be identified and early movers would have the advantage.
