Local support Supportive environment at the local level • Openness to the take-up of solutions that originate from departments not directly involved with transport For example: • Lund’s and Munich’s inter-departmental consultation processes
Policy balance Striking a balance in the policy measure(s) • Policies that encourage complementary transport modes • Creating complementary push and pull measures For example: • TDP’s aim of a modal shift toward cycling • The Netherlands’ Motor vehicle Tax and subsidies on LEVs
