SABC SportStrategic Objectives • To reinforce our position as the custodian and the provider of compelling sport content that is globally versatile, empowering and entertaining, in fulfilling our promise to the South African families • To consolidate and extend on current distribution platforms and to further leverage content acquired, through new media and other contemporary distribution mechanisms/mediums • Creation of value through the maximum utilisation of content acquired to inspire and aspire • Take advantage of technological advancement to create equal opportunities towards Total Citizen Empowerment • viewer participation • Interactivity and dialogue • Launch the SABC Sport Channel
SABC Sport Programming Guiding Principles • Sport of National Interest • All Sporting Events that appear in the list of sport of national interest (ICASA) as well as those sports that may fit the definition but are not specifically mentioned • Be of National Interest (popularity of the sport) • Enjoy widespread public recognition (participation) • Have a specific cultural significance • Minority Sport • Sporting events which are significant or drive a particular section of the population and enjoy widespread recognition • Development Sport • Sports or sporting events, which either nurture future National sporting participants or are sports/sporting events which could become National events or National sport programming in the future • Other Sport • All those sporting codes that are not defined on the legislative / regulatory framework All the above are underpinned by SABC Sport’s objective of delivery sport in all SA languages and providing South Africans access to these sporting codes through its 3 terrestrial TV channels and 18 Radio stations
SABC & Rugby Curry Cup • Being a free to air public service broadcaster, SABC is able to provide South Africans with access to sporting events on both TV and Radio, allowing for greater reach and appreciation of all South African sporting codes • SABC 2 has been earmarked as the Rugby Channel, with all rugby sporting events being broadcast thereon in Afrikaans and English, and PBS radio stations broadcasting their respective language of medium • SABC 2 has therefore allocated in its schedule a Saturday afternoon rugby slot, which it uses to broadcast any Curry Cup games that it has access to. It is however utilised this slot for other sporting codes, when it is unable to broadcast Curry Cup games • It has in the past, due to contractual arrangements with SuperSport (owner of the broadcast rights of the Curry Cup) been able to broadcast only games which were of national interest e.g. Super 14 finals and matches were the national team is playing. This however has in most instances been a delayed broadcast
Rugby Curry Cup Rights – Events That Transpired • SABC has entered into numerous discussions with SARU as a precursor to the expiration of the SuperSport contract (2008), the following events took place: • June 2005 - A meeting was held at the Sandton Intercontinental Hotel between, Mr. Oregon Hoskins, Mr. Tshume, Mr. Stofile, Mr. Mbebe and Mr. Nzimande; wherein the discussions were held on how SABC can play a more active role in the broadcasting of rugby rights then and after the expiration of the SuperSport Contract (2005-2008) • June 2006 – Meetings held with Oregon Hoskins, who was a guest of the SABC at the 2006 FIFA World Cup, where SABC stated its intentions towards acquiring the broadcast rights of various SARU properties including the Curry Cup in 2008 • 4th February 2008 • SABC (Mr. Mvuzo Mbebe) by means of a letter to Mr. Oregon Hoskins confirms SABC’s intention over the past few years to broadcast SARU rugby events and opens discussions on how to deal with SANZAR contract with Super Sport due to expire in 2010 • SABC reiterates its intention to acquire rights to Curry Cup on expiration of the SuperSport contract (2008) • Mr. Mbebe requests an urgent meeting to discuss the newspaper articles stating that the SuperSport has again been awarded the Curry Cup broadcast rights (2008 – 2012) without SABC being awarded the opportunity to bid for them
Rugby Curry Cup Rights – Events That Transpired • 12th February 2008 – meeting held with SARU to discuss letter written by Mr. Mbebe on 4th February 2008. At this meeting, as indicated in letter by Mr. Mbebe on the 19th February 2008, • SABC confirms its dismay at not being awarded an opportunity to bid for the Curry Cup rights. • Mr. Mbebe further expresses in the letter the belief that underhanded means were utilised by SuperSport to acquire the 2008-2012 rights. • Mr. Mbebe requests that due to the fact that due process was not followed in the awarding of the rights, that the contract be nullified and the process begin again • 25th February 2008 – Letter from Mr. Hoskins in response to Mr. Mbebe’s to letter dates 19th February 2008 • Mr. Hoskins refuses to nullify the SuperSport contract and denies allegations made by Mr. Mbebe • 27th February 2008 – Letter from Mr. Mbebe to Mr. Hoskins in response to SABC’s request to meet with the SARU Board to discuss the awarding of the Curry Cup rights to SuperSport. Having not been awarded the opportunity, but informed that the issue will be discussed during the Board sitting, Mr. Mbebe requests that the issue is debated fully and not just tabled at the Board meeting
Rugby Curry Cup Rights – Events That Transpired • ? – numerous requests for meetings made by SABC to SARU which were not afforded (get from Yolanda) • 27th May 2008 – Meeting eventually awarded to SABC in attendance from SABC: Mr. Mbebe, Mr. Nzimande & Mr. Sibisi. From SARU: Mr. Hoskins, Mr. Williams, Mr. Rautenbach and Mr. Stone. In the meeting the following was discussed: • The availability of other rugby rights to be acquired by SABC seeing that the Curry Cup rights had be awarded to SuperSport • Request by SABC for SARU to facilitate an urgent meeting with SuperSport, where a tripartite agreement (SABC, SARU & SuperSport) may be reached allowing for SABC to broadcast the Curry Cup SABC still awaits meeting with SuperSport and SARU to discuss tripartite agreement for Curry Cup broadcast
