  2. A UNCG is the agreed common platform for joint communication at the country level.

  3. The UNCG should lead and coordinate communications for the UNCT.

  4. It requires strategic planning to generate synergies, amplify the UN’s voice and increase the impact of communications.

  5. The UNCT should allocate 10-25% of each communication officer’s time to joint communication.

  6. The RC should make executive decisions on the structure and funding of the UNCG.

  7. Three options for chairing the UNCG • UNIC Director • RC Office communications specialist • UN Agency communications officer

  8. The UNCG needs clear reporting lines and accountability to the RC and UNCT.

  10. Conduct a baseline communications capacity assessment to see what you have and how you are allocating it. • Personnel across all UN agencies • ICT hardware & software • Organizational and management systems • Funding

  11. Conduct a needs and requirements analysis • Decision on UN Coherence • Supportive RC and UNCT • Supportive partners • Appropriate political/security environment • Joint programming • Potential for synergies • Communication strategist

  12. Conduct a cost-benefit analysis: what are the pros and cons of joint communication? • Quantitative costs and benefits? • Qualitative costs and benefits?

  13. Funding: effective joint communication requires resources.

  14. Consider these funding sources: • Pooled communications budget drawing on agency resources • Share of programme budget • Share of “One Fund” • Coordination funding

  15. Human resources:establish commitment and accountability • ToRs that commit 10-25% of time to joint communication • Create clear reporting lines and incentives for joint results • Try to harmonize grades across agencies
