Highlights Meghalaya improved its position and climbed 4 places from 9th position to 5th position in the Education Index as per survey of small States in India Today Survey SARVA SHIKSHA ABHIYAN, STATE EDUCATION MISSION AUTHORITY
PM highlighted that that SSA is one of the effectively implemented Flagship Programmes in the State in a report published by local daily. • Positives • Reading level of the State’s students at 64.6% is higher and better than National average of 48.5% (MHRD review based on ASER Survey) • Higher % of children enrolled in class-III can solve subtraction problems better national average. • in 2012,proportion of schools meeting PTR ratio as per RTE norms has improved to 65.4% compared to 54.3% in 2010. • Proportion of schools with usable toilets have marginally improved from 24.5% in 2010 to 30.9% in 2012. • Negatives • High dropout – 5.2% in 6 – 14 age group. • & 18.8% in 15-16 age group. • SSA is for 6-14 age group. • Enrollment: 94.7% in 6-14 age group (National average 96.5%) • Basic maths: 64.8% weak in maths learning. • *Source: ASER Survey SARVA SHIKSHA ABHIYAN, STATE EDUCATION MISSION AUTHORITY

Access - OoSC Programmes for enrollment of OoSC intensified through collaboration with NGOs, Mass School Enrollment Programmes, development of Special Training Module and identification of OoSC centers. Out of School • For Out of School and for Special Training component, Special Training Module has been designed by the Academic Authority. • Master Trainers Workshop for Special Training Teachers has been organized. (101 nos). • Special Training Centers (588 centers) and teachers (588 nos) have been identified. • Collaboration with 14 NGOs has been activized. Retention • Timely distribution of textbooks & distribution of Braille books. • As in previous year, the SPO took steps to ensure timely distribution of textbooks, which was achieved. • The number of textbooks were also rationalized and costs were also restricted to SSA norms. • Subject balance maintained , only core subject incorporated as per RTE. SSA - ARK – Pilot Project • ASPIRE (allow synthetic, phonetic to improve result in English. • Launched in 41 schools covering 523 children. • Approach – teaching letter sound, conversational English, reading and writing in an enjoyable, multisensory way. • Empowering children to speak, read and write words with confidence and consistency. ARK Outcomes Sample across ASPIRE and NON ASPIRE Schools: Data was gathered for 321 pupils across 24 government schools in the state of Meghalaya. Of this cohort, 172 pupils (53.4%) were taught English using the ASPIRE curriculum, with 149 pupils (46.3%) acting as the control group (who were not taught through ASPIRE). Both groups had 12 schools each. • 87% children improved in their reading ability • 81% children improved in their spelling scores. • Need to continue the programme for another 2 (two) years for sustainability as part of quality initiative on early reading.

Quality – Measures to enhance quality (Section 29 of RTE) Strategies to be adopted: • 3 year time frame for implementation. • LEP Programme/other interventions • Target areas – comprehensive programmes for early reading and writing and maths for Class-I and II. • For reading – ARK programme (50 schools upscaling for early reading and writing) • For Maths – Jodo Gyan Programme for early maths (3 workshops on maths amounting to Rs.8 lakhs for all the above) • Reading Corners to cover 8044 LP schools @ Rs.1000/school as a quality initiative and as part of RTE requirement. • For maths and reading: designed as 3 year programmes. • Proposal above only for training/workshops and no material procurement. Teachers Training • Towards meeting RTE norms for training of un-trained teachers, proposal incorporated in the AWP&B 2013-14 for training teachers to adhere to RTE/NCTE norms for acquiring professional qualification for teaching. • NCTE has approved only 7882 for current year.
