Energy Management Dave Halverson Orange County Sanitation District
OCSD Overview • Two Treatment Plants – Fountain Valley and Huntington Beach • Serving north Orange County – 2.5 million people • Average influent is 240 MGD, 210 recently • Plant 1 provides about 80 MGD to the Ground Water Replenishment Program • Flow diverted from Plant 2 at night (20 MGD)
Plant 1 Electrical System • Existing peak demand = 7 MW • 2014 estimated peak demand = 17 MW • Co-gen facility rated 5 MW • New 66kV substation – dual sourced • Standby generators for critical loads • ION 7550 power monitor based
Plant 2 Electrical System • Existing peak demand = 7.5 MW • 2014 estimated peak demand = 7 MW • Co-gen facility rated 13 MW • 66kV substation – single sourced • Standby generators for critical loads • ION 2300 power monitor based
Energy System Challenges • CenGen operation is limited by AQMD • Large capital expansion program pushes energy conservation projects out • Plant 2 energy efficiency will be challenged with a growing diurnal curve • Energy monitoring and control systems are too basic and high level • The 4.5 mile digester gas pipeline between the two treatment plants is out of service • Limited process storage capacity
Energy Management Approach • Know the Energy Demands • Know What You Are Paying • Understand the Onsite Energy Generation • Build Efficiency Into New Projects • Communicate with Operations • Participate in Edison Efficiency Programs • Monitor Alternative Energy Technologies
Know the Energy Demands • Central Generation Automation Project • Power SCADA system project at Plant 1 • Home grown SCADA project at Plant 2 • Annual est. of power used by each process
Know What You Are Paying • Recording Bills in a Spreadsheet • Analyze for accuracy and trends • Credit for $25K in March • Learn the Tariffs • Peak hours/time of year • Meet with Utility Reps
Understand the Onsite Energy Generation • Record Generation Metrics in Spreadsheet • Trend Fuel Use, Output, and Efficiencies • Identified Excessive Flaring of Digester Gas • Obtained AQMD Permit Change
Build Efficiency Into New Projects • Premium efficiency motors • Use of variable speed motor controllers • High efficiency lamps and ballasts • Multi-level lighting
Build Efficiency Into New Projects (cont.) • Optimize pumping applications to maximize efficiency • Challenge Process Designs • Oxygen Plant (Comp vs Membrane) • Primary Sludge Thickening
Communicate with Operations • Know the Treatment Process • Challenge Operational Procedures • PEPS Pumps • Make Energy Info Available
Participate in Edison Efficiency Programs • Savings by Design • Pump Testing and Optimization Program • Energy Conservation Review • BacGen
Monitor Alternative Energy Technologies • Value of Digester Gas as Renewable Fuel • FOG Program • Solar • Fuel Cell
