  2. Background on CLASP CLASP’s mission is to serve as the primary international voice and resource for practitioners of energy efficiency standards and labeling (S&L) worldwide ClimateWorks Foundation Best Practice Network

Background to CLASP Sponsorship & Expansion Proposal Effective date of initial CLASP sponsorship • Signed by APEC on 19 April 2004 Actions that have expanded CLASP sponsorship: • At EGEE&C 29 (Canberra, 6-7 Nov 06) APEC-ESIS Steering Committee identified a need for a better structure for on-going ESIS management With EGEE&C support, the Project Overseer (NZ), CLASP and the EWG Secretariat developed a response to this need • At EGEE&C 30 (Beijing, 12-13 Mar 07) EGEE&C endorsed CLASP proposal to serve as ESIS Secretariat—an expansion of the existing CLASP Sponsorship EGEE&C further agreed to seek EWG approval for an expansion of the existing sponsorship agreement with CLASP • Out-of-session EWG approval came through Summer 07

  4. What Does the Expansion of CLASP’s Sponsorship Mean? CLASP serves as Secretariat of APEC ESIS Under direction of the APEC ESIS Project Overseer (now Japan) and EGEE&C, CLASP is/will: • Be a central repository for all economy contributions to ESIS; • Develop and manage subcontracts to run, maintain and improve ESIS; • Oversee integration of data inputs and other content to APEC ESIS from other sponsors (EG ECO Asia); • Fundraise for ESIS within and outside APEC; • Report to the Project Steering Committee twice a year at the EGEE&C meetings; and • Strategic Plan for long-term sustainability.

Current CLASP Work Upward-Oriented Harmonization of Appliance S&L Assess Opportunities for Success and CO₂ Savings from Appliance Energy Efficiency Harmonization Paul Waide, Lloyd Harrington, & Michael Scholand; Navigant Consulting Summary: This study documents the products and regions wherein S&L harmonization has succeeded or is likely to succeed or where there is alignment potential, as well as the vast potential for energy and CO2 savings from upward-oriented harmonization of international S&L regulations in the major economies. Status: The public version of this study will soon be available online at www.clasponline.org

Current CLASP Work Product Benchmarking & Global Scorecard of S&L Program Study to Provide International Comparison of Energy Efficiency Performance and Policy Measures for Air-Conditioners/Cooling Appliances Used in Residential and Commercial Sectors Summary: The objective of the study is to conduct a mapping and benchmarking of MEPS, policy measures, and test procedures for Cooling Appliances/Air-Conditioners, and then produce a Global Scorecard for the economies surveyed. Status: The study was launched in August of 2010. CLASP expects to launch a similar study in September for heating appliances, and will address additional products in the future, including lighting, televisions, motors, and domestic refrigeration.

Current CLASP Work MV&E Guidebook Compliance Counts: A Practitioner’s Guidebook on Best Practice Monitoring, Verification, and Enforcement for Appliance Standards & Labeling Mark Ellis & Zoe Pilven; Mark Ellis & Associates Summary: This Guidebook provides practical information on compliance frameworks based on the experiences of existing S&L programmes.Additionally, it discusses the various approaches for maintaining compliance and describes the data, facilities, and institutional and human resources needed to support MV&E activities. Finally, it demonstrates the importance of effective compliance regimes in safeguarding current and future energy savings from S&L programmes. Status: A final version of the Guidebook will soon be available on the CLASP website, www.clasponline.org

Operations, Maintenance, and Web Development Updates • Currently updating web contract with IIEC • Improved features for web updates; key economy contacts login • Site operational without interruption • As-needed technical maintenance and incident trouble-shooting; no incident of trouble since last report

APEC Compliance of ESIS Site • Completed as of March 1, 2010 http://www.apec-esis.org/ • Improved look and feel • Improved architecture for accessibility and navigation • Improved web functionalities: print friendly page and site map • Web pages programmed w/ breadcrumbs • Able to bookmark pages • All downloadable documents are available in PDF format • New Categories: Standards Under Consideration and Standards Under Revision

Content Updates on ESIS (See Appendices A & B) • Sent out monthly email notification to Key S&L Contacts for updates to S&L programs, publications, events and news items • S&L updates from Australia, Canada, People’s Republic of China, Chinese Taipei, Hong Kong, Republic of Korea, New Zealand, Singapore, and Thailand (216 pages) • Comprehensive US and China updates completed by CLASP and are now being posted to the web • 9 news articles • 4 new Key Economy Contacts (We have met our goal of 2-5 Key Economy Contacts) • CLASP Secretariat updated “About ESIS” page, and sponsors page

  13. Future Work for 2010 • 2-5 New Key Economy Contacts • Additional updates to S&L Programs, News Articles, and Economy Descriptions • ESIS Mapping Exercise Proposal in process • Updating web contract • Additional fundraising
