R&E Network Organisations working together with Aid/Development Agencies • Several Aid/Development agencies work with R&E Network organisations to assist developing countries to improve network infrastructure • EuropeAID/DANTE: ALICE, EUMEDCONNECT, TEIN2 • JICA/WIDE: Various • AUSAID/AARNet: University of South Pacific Connectivity • In other cases the footprint of the network efforts sponsored by Aid/Development agencies overlaps with the coverage of national and regional R&E networks • There are objectives in common between R&E network organisations and Aid/Development agencies in improving the lot of developing countries • Working together and sharing infrastructure can achieve these objectives and can lead to significant cost savings • An obvious example is by using video-over-IP over R&E networks compared to commercial ISDN – huge savings (simulation example)
AUSAID’s Virtual Columbo Plan • Craig Keating (AUSAID) has researched the use of ICTs by countries in the Asia-Pacific region, and its use to support development • 'Virtual Colombo Plan' - a joint initiative between the World Bank and the Australian Government to promote the use of information and communication technologies for development. • Mary O’Kane – former Vice Chancellor of the University of Adelaide, member of the Australian Research Council and former member of the AARNet Board • As Senior advisor to AUSAID Mary produced the report “An advanced network for the University of the South Pacific” which underpinned to development of the project • The report is available on the workshop website and could be a resource for similar developments elsewhere
An advanced network for the University of the South Pacific • AARNet has a long-term (13 years remaining) lease on a 155Mbps circuit that currently goes between Sydney, Hawaii and Seattle (Pacific Wave) • This link interconnects with the Australian R&E networks in Sydney, with the North American networks in Seattle, and with a link to Japan at Hawaii • Suva, Fiji is an unactivated landing site on this circuit • By activating this landing at Suva, the Suva campus of the University of the South Pacific has access to the global R&E network infrastructure, facilites and services • Upgrade USPNet to the other Pacific Island campuses of USP using new satellite technology • JICA to build a new ICT centre at the Suva campus of USP
Current Status • Funding approved • Additional “drop point” ordered • Monopoly carrier issue to be resolved
