Business-Community partnership for nature conservation in Maramures The value of the identified KEY ES Carbon sequestration Accumulation of biomass in the main forestry species (Spruce, Beech) both underground and above-the-ground. Economic value on an annual basis 2,185,000 Euro. Above-the-ground accumulation of CO2 for pastures and meadows. Economic value on an annual basis 1,170,000 Euro. Carbon storage Only forests where timber mass production is not allowed. Economic value on an annual basis 226,000 Euro. Traditional landscapes and leisure Number of tourists who choose to spend their time in the study area. Economic value on an annual basis 140,000 Euro. International River Basins Workshop

Business-Community partnership for nature conservation in Maramures Problematic Issues affecting nature conservation Management constraints at PAs level Financial constraints at PAs level Weak offer of tourism-related services Poor quality of environment-related information • No formally regulated access • Basic visitor facilities  risk of improper behavior • Personnel reduction in the National Administrative System, and lack of custody contracts • Lack of capacity National Administrative System - only 50% of minimum financial needs covered (30% of the optimum level) + investment in infrastructure and equipment = operational costs barely covered Financial sources: 85% State sources but not State budget 12% from projects only 3% from own income • Lack of integration • (only 18% of pensionshave a diversifiedoffer) • Lack of promotion capacity • (no officialtouristoffices) • Direct attraction of tourists by pensions • Lack of specialized press  little awareness and understanding of nature needs and mechanisms as well as of benefits provided by nature. Increased preservation of natural spots resulting from more respectful and guided tourism as well as from service diversification in the tourism offers. Business-Community partnership for nature conservation in Maramures • The stronger the sense of community belonging the higher the willingness to take part to decisions… so, take both nature’s needs and people’s demands into consideration! • In private schemes market conditions speak first… so, a mix of PES sources works better then imposing the numbers of your calculator! • The voice of nature can become silent when basic local conditions need to be created… so, take into account the necessity that development and conservation needs go hand in hand!
