CMA Introduction • CMA is a public service agency directly affiliated to the State Council of the People's Republic of China • with the authorization by the State Council, CMA has been responsible for organizational and operational management of the national meteorological services as a whole. • Hierarchical administrative system • 1 National center • 31 Provincial centers • 328 Prefecture centers • 2431 County offices • Communication system • Private terrestrial wide band network • Satellite two way communication and broadcast network • WMO RTH Beijing, WIS GISC, GEONETCast network center • Objectives • taking the people as our fundamental interests • being thoughtful, considerate and ready for • serving any customers anywhere at any time

Challenge • Technology • Coverage at sea area and distant area • Time effect, MSM • Understanding, minority people, handicaped people • Catalog and encoding for all unexpected public events • Multimedia distribution • Coordination • Local bureaus of CMA • Other department • Telecommunication operators and service providers
Current Practice • Event type encoding of 4 category, 33 sub category and 283 type has been submitted. • Integrated alert edit and distribute platform has been developed • CAP profile for alert dissemination from integrated platform to multimedia platform or private systems is under test • New dissemination media is introduced • Beidou, China’s Navigation and communication Satellite
Integrated Platform and CAP Profile Difficulty: Additional national standard is needed to fill the gap between CAP and current national standard
Beidou Navigation Satellite System • First generation system • active-mode regional navigation system serving east and south Asia • Three function • positioning • short-data communications • time service • Second Generation is called Compass Navigation Satellite System (CNSS) • passive-mode global navigation system
Beidou Alert Broadcast Format • Start of Message • Head • Distributing agency • issue time, effective time • Event code (event type and category) • Severity level (red, orange, yellow, blue, green) • Affected area (geo-code, circle, polygon) • Text message • End of Message
Beidou Terminal for Alert Reception • SMS transmit and receive • Alert receive • Alert filtering according to targeted area (geo-code, circle, polygon) • Severity indication • Message display • Text-to-Speech audio generation • Beep tone • Message storage • active and power saving mode. • AC/DC power supply with backup battery • Backlight for low light situations.
