The Committee Stage • Review the steps a Bill must go through in order to become a Law • What happens in a “Committee”?
The Steps: • When a new bill is introduced: • A new committee is formed • A variety of MPs made up the committee • 6 Conservative, 4 Liberals, 2 Bloc, 1 NDP • The bill is read through clause-by-clause to ensure everyone understands what it’s all about • They come up with a list of experts/groups to hear from about this bill (NGOs, Lobbyists, other groups) • They listen to these experts/groups • Through the bill clause-by-clause again (any parts to revise?) • Then they vote (accept, reject, or amend?)
Let’s Try It! • We need: • 8 groups of 3 people • The remaining people form another group (at least 5 people?) • Take a look at a realistic (but fictitious) bill. • Bill S-99: The Veggie Bill • Note: • C = The bill started in the House of Commons, S = Senate • 1-200 = Started by members of the “Cabinet” • 200-1000 = non-members of the “Cabinet” (private members) • Take some time to try and understand it! (3 minutes)
What is this Bill About? • Unless “all” family members sign a declaration, certain vegetables are prohibited from children’s dinner plates: • Brussel sprouts, spinach, turnip, parsnip, cauliflower , and others may be added. • First offense = < $3000, 2nd = < $50 000 • Purpose = to stop kids from having to eat “yucky” vegetables.
The Committee Needs to Decide WHO Should be consulted • Sometimes 100’s of people/groups are consulted. • For more basic issues, very few are called. • Who should the government talk to for this bill?
For This Bill, The Government Has Called Upon: • Health Canada – They are the ones behind the Canadian Food Guide • FVGO – Fresh Vegetable Growers of Ontario (yes, it is a real group! All of these groups are) • UNICEF – (they are behind the “UN’s International Rights of the Child” • Social Services - Government agencies that protects Canadian families • Panel of Canadian Children - (randomly chosen kids, ages 5-18) • KIDS 1st – Parents Assoc. of Canada (a lobby group) • Family Physicians of Canada – (a lobby group for family docs) • Kraft - (a lobby group for the 2nd biggest food distributer in the world
The Process: • Everyone will get some time to rehearse what they want to say to the committee • The government committee will listen and ask questions (each group will get 3 minutes) • When all groups have been heard from, the committee will either: accept, decline, or amend the bill
When You Come Up to Speak • Introduce your group to the committee • State your view of the bill (We are: in favour of OR we are opposed to this bill) • Each person will make one statement • The committee may have questions for you • The committee will excuse you
