Numbers of adult probationers on minimum service caseloads, mailers, accountability
Early KIOSK research performed by AFSB In Los Angeles County, there are over 61,000 adult probation on active formal probation. Approximately 40% of these probationers are on Automated Minimum Services (AMS) caseloads. Generally, these are low risk probationers, who have traditionally been allowed to report to the Department via “Mailers”, which are a mail-in report that the probationer completes and mails on a monthly basis.
Mailers are time consuming to process, can be lost in the mail, are incomplete or illegible, and have the potential of being completed by someone other than the probationer. With little or no office contact, the probationers are not encouraged or motivated to make required payments such as restitution to victims.
Successful reporting percentage on mailers was (20K)65% vs. KIOSK (18K) 89%.
As early as 1995, the Department began a review of agencies that were using KIOSK reporting. Ultimately, in 1998, one of the agencies actually visited by Probation executives was the City of New York Department of Probation.
In early 1999, an RFP was sent out and the vendor chosen. We are currently using KIOSK equipment developed and maintained by Automon.

The Enrollment Station is comprised of a PC, a Card Reader/Writer and a Handkey. The Handkey is used to capture a three dimensional measurement of the Probationer’s right hand. This biometric is used to compare against the Probationer’s biometric during each report-in at the Kiosk. It is also used to verify the biometric at a later time when verification of the correct person is required. The Card Reader/Writer is used to create an identification card that is scanned with the Probationer’s X-Number to initiate a report-in session at the Kiosk. The Kiosk is comprised of a Touch Screen, Handkey, Card Reader, Receipt Printer, an ATM-like motorized envelope receiver, Hand Set and a PC inside of the Kiosk. The Touch Screen is used by the Probationer to answer questions, enter messages to the DPO or to enter change of address and/or phone number. The Probationer selects a language (English or Spanish), reads the instructions on the screen or listens to an audible voice for instructions/questions, scans the Kiosk Identification Card or enters the X-Number on the touch screen. The Hand Set can be used for privacy (the audible voice is deactivated at this time) or to minimize background noise in the lobby. The ATM-like motorized envelope receiver is provided for depositing payment envelopes. The payment envelope is stamped with the current date/time, X-Number and Court Case Number. The envelope receiver can be activated by anyone who is making a payment for the Kiosk Probationer. At the end of each report-in or payment session, the Probationer must wait to receive a printed receipt with important information regarding the report-in, payment (if a payment was deposited) and next report-in date.

6. LOCATIONS The one site that does not have an attendant station is designed to alert the probationer and the DPO if there is a problem reporting. Questions can be centrally changed to fit the needs of the department. Also, the DPO and the probationer can exchange messages.
