Issues & Suggestions • Subsidy on seeds should be enhanced (to 50% of the cost). • Non availability of genuine planting material. • In the absence of seed certification agency in the state sourcing certified seeds is a major challenge. • Proposal of the state for seed certification agency under RKVY may be considered.

  5. Issues & Suggestions • Huge shortage of fertilizers – 58% of the requirement was made available. • Fertilizer is made available after agri-season. • Banks are reluctant to extend agri credit. • FCI be asked to make procurement in ASSAM. • Price list of NSC be provided on official paper.

  8. Issues & Suggestions • Yield gap condition of NFSM be relaxed to make the state qualify under the scheme. • NSC & SFCI prices for seeds (moong) were enormously different. • Seeds certification is a major issue. • Deficit in Fertilizer supply against the demand.

Issues & suggestions • Relaxation of eligibility criteria under RKVY . • Enhancing contingency charges to 3%. • 2 vehicles under RKVY & ATMA for monitoring • Organic certification agency/offices needed in north eastern states. • Agri-Information Centre cum KisanGhar at Naharlagun. • Requirement of Refer- Vans and PHM infrastructure.

Issues & Suggestions • The state has achieved major success in enhancing bio-fertilizer production (1100 mt). • There is functional seed certification agency available in the state. • Forest Rights Act 2006 allows utilization of barren forest land for suitable agri production. • The state is ineligible under RKVY & is not included under NFSM.

Issues & Suggestions • Resources required for development of flat land (74000 ha) for wet rice cultivation. • Oil palm factory being set up in PPP mode (investment from three private companies and subsidy from RKVY). 7160 ha under Oil Palm cultivation upto March, 2011. • Timely availability of fertilizers and secondary freight enhancement. • Enhancing road connectivity

  19. Issues & Suggestions • State endeavourers to have 50,000 ha under organic by 2015. At present coverage is 36,000 ha. • Release of funds under various schemes like Development & Strengthening for Production and Distribution of Quality Seeds, Promotion and Strengthening of agri mechanizations, NPMSHF, Strengthening of Bio Control Lab and Extension Reforms.

Issues & Suggestions • Zero Tillage Cultivation of Mustard and Pea. • Noticeable success in SRI. • Appropriate variety winter maize seeds and glutinous rice required for high altitude area. • General issues like acidic soil, seed treatment , marketing, credit, irrigation and PHM hinder agri development in the state.
