KENYA UNIVERSAL ACCESSTARGETS UN GENERAL ASSEMBLY WORLD SUMMIT, SEPTEMBER 2006: “Scaling up HIV prevention, treatment, care and support with the aim of coming as close as possible to the goal of universal access to treatment by 2010 for all those who need it” using countries to set up their mid-term (2008) and 2010 targets.
UNIVERSAL ACCESS PRINCIPLES • Participation and country focus • It occurs within and builds upon existing processes at all levels. • Countries drive the process, supported by international and bilateral institutions and donors, in line with the “Three Ones” principles and the recommendations of the Global Task Team. • It covers the scale up of a comprehensive and integrated AIDS response, including prevention, treatment, care and support.
PRINCIPLES CONT.. • It focuses on finding practical solutions to the main obstacles to scaling up, building on decisions already made. • The participation of a wide range of stakeholders—especially civil society and people living with HIV—is critical to its elaboration and success. • It encourages countries to set their own roadmaps – including midpoint targets and milestones - for themselves in order to advance toward universal access and to achieve the Millennium Development Goal on HIV/AIDS.

TOWA • KHADREP was implemented between 2000-2005. the Project ended on 31st December, 2005. • A new project-TOWA has been designed to implement the Kenya National HIV and AIDS Strategic Plan (KNASP) 2005/6-2009/10. • Under TOWA, the priority areas to be funded will be guided by CALL FOR PROPOSALS guided by the priorities set during JAPR in the Results Framework
TOWA Cont… • Under the Grants Award component of TOWA, proposals will be generated by Civil Society Organizations (CBOs, FBOs, NGOs), Private Sector and Research Institutions. • Unlike KHADRE Project where there was free for all invitation of proposals, TOWA proposals will be developed in a structured manner through a CALL FOR PROPOSALS (CFP) • CALL FOR PROPOSALS will be done twice a year. • CALL FOR PROPOSALS will be based on the priority areas and gaps identified in the results framework developed in the annual JAPRs.
TOWA Cont… • Review of proposals will be done at 2 stages at the 3 funding levels (Constituency, District and National). • Stage 1-to ensure the organizations submitting proposals adhere to the defined eligibility criteria i.e. capacity and good record - not involved in fraudulent practices in the past. • Stage 2-to assess proposals received in terms of appropriateness and results committed. • CACCs will be responsible for proposals with budgets up US$ 5, 000 (KSh. 350,000). Approvals must be within the allocated funds ceiling • DTCs will approve proposals with budgets between US$ 5001-25,000 (KSh. 350,001-1.9 million). • The national Ad hoc Review Committee will review and approve proposals with budgets US$ 25,000-100,000 (KSh. 1.9-7.5 million)
TOWA Cont… YOUR PARTICIPATION IN THE JAPR 2007 PROCESS WILL PROVIDE YOU WITH MORE INFORMATION ON TOWA
GLOBAL FUND ROUND 2 PHASE 2 YEAR 3 GRANTING • ROUND 2 PHASE 2 YEAR 3 FUNDS RECEIVED IN NACC ON 22ND JUNE 2007 • DISBURSEMENT FOR ALL IMPLEMENTERS WHO HAVE NO ISSUES TO START IMMEDIATELY • A FORM FOR CLEARANCE BY NACC (AUDIT, M&E, PROGRAMS) AND FMA PREPARED AND CLEARING PROCESS INITIATED • DISBURSEMENT FINALLY CLEARED BY DIRECTOR NACC.
GLOBAL FUND ROUND 7 PROPOSAL • PRIORITES FOR HIV AND AIDS PROPOSAL SET BY THE ICC • PROPOSAL COMPLETED AND TO BE SIGNED AND DISPATCHED TO GENEVA ON JUNE 29TH 2007 • TOTAL AMOUNT ABOUT $100M AND ABOUT 70% OF THIS ON HIV AND AIDS AND 30% ON MALARIA • CSOs PROPOSALS REVIEWED BY AN INDEPENDENT REVIEW PANEL • 34 CSOs SELECTED AND INCORPORATED IN THE PROPOSALS • ALL CSO APPLICANTS TO RECEIVE A FEEDBACK FROM THE CCM
GLOBAL FUND ROUND 7 CONT.. • FEEDBACK FROM GLOBAL FUND EXPECTED IN NOVEMBER. IF SUCCESSFUL, IMPLEMENTATION SLATED FOR JULY 2008 LET US ALL PRAY FOR KENYA TO SUCCEED IN THIS ROUND
