  6. Project selection Calls for proposals: Priority projects Applied when: enormous costs, long-term preparation, one or few possible final beneficiaries, public purposes. Procedure: priority project (Government), major project(European Commission). Applied when: • objectives are general, • huge number of applicants, • equal opportunities. Procedure: • One-round call (smaller projects, well-prepared applications), • Two-round call (large projects, application based on ‘project idea’).

Project selection – priority projects • Publication of the guidelines (NDA, MA) • Project beneficiaries submit the project proposals to the bodies that proposed the priority project • (Regional Development Council, Ministry, NDA) • The proposing body examines the project proposal: • coherence with the objectives of the OP and development strategies; • objectives are measureable, • cost-efficiency, • proper level of preparation • Supporting not supporting the qualification of the project as priortiy project.
