CBA Update • CBA History • CBA was initially created in 2005 to supplement the 2006 project prioritization process • Since initial rollout, we have learned much about the challenges of estimating benefits • We have also encountered issues from time to time at various points in the stakeholder process • Late in 2006, PRS supported the formation of a team to review CBAs on behalf of PRS • CBA Review Board met for the first time on January 26, 2007 TAC
CBA Update • Goals of CBA Review Board • Improve consistency of CBAs across all market segments • Introduce varying points of view into CBAs • Provide a forum to challenge CBA assumptions • Identify and implement CBA process improvements • Process • Volunteer team comprised of market and ERCOT staff members • Monthly teleconference to review CBA content and discuss process improvements TAC

CBA Update • Recommendations by CRB to PRS • Revise both Summary and Detail tabs • Provide easier stakeholder review (1 page summary) • Reorganize sections to focus reader on key information • Reduce complexity of market benefit section • Reduce focus on Net Benefit dollar amount • Many projects have significant non-quantifiable benefits • Eliminate sections that are rarely used or provide limited value • Risk Reduction (to be noted in Impacts/Benefits section) • Scoring Section (retain benefit of this section by converting these topics to prompting questions) • Begin using new CBA form in 2008 project prioritization process TAC
