  4. The law!! • The Texas Compulsory School Attendance Law (Chapter 25 of the Texas Education Code) and RCHS Board Policy require your child’s attendance. According to this law, RCHS: • May file a complaint against the parent(s)/guardian(s) and/or student in a justice or municipal court if a student is required to attend school and fails to do so without an excuse on 3 or more days or parts of days within a four week period. • Must file a complaint against the parent(s)/guardian(s) and/or student in a justice or municipal court if a student is required to attend school and fails to do so without an excuse on 10 or more days or parts of days within a six month period in the same school year. • Also according to this law, commonly referred to as the "90 percent rule," a student may not be given credit for a class unless the student is in attendance for at least 90 percent of the days the class is offered.

  5. Unexcused Absences • Leaving campus without returning a doctor/dentist/court note, regardless of parent permission, or arriving to campus late without signing in at the Attendance Office • Leaving campus due to illness without approval from the Health Center • Failure to submit proper documentation to the RCHS Attendance office for absences within three (3) days of the absence • Arriving to class more than 5 minutes late (1-5 minutes late = tardy; 6+ minutes late = unexcused absence for the class) • Missing class due to vacation or for personal reasons • Missing class due to work • Missing class due to other family members or transportation reasons • Not reporting to the Attendance Office with picture ID in the event of a canceled class • “Family Emergencies” that are not approved through an administrator. If a student needs to leave class for a family emergency, campus police must be notified and they will remove the student from class

  6. Excused Absences • Excused. Parent note turned in within 3 days of absence • Bereavement. Funeral of immediate family member. • Doctor note, student out all day due to medical reasons. • Court. Official documentation for court, citizenship, naturalization, election clerk. • Mentorship • Extracurricular • Field trip or college day (two college days allowed per year including travel) • Doctor appointment or RCHS appointment. Doctor note on letterhead required. Student must be in school at some point during the day. • Religious holy day. Must be celebrated and recognized by a majority of the people of the religious denomination. Documentation required. • Tardy. 1-5 minutes late to class. 6 minutes or more is an absence • RCHS Testing days

  7. Truancy Prevention • Due to the Texas Education Code Sec. 25.0915, the first offense of three accrued unexcused absences will result in the mandatory application of truancy prevention measures designed to address student conduct related to truancy in the school setting before the student violates section 25.094. • A second offense of three accrued unexcused absences will result in a complaint being filed to the juvenile court against the student for failing to attend school.

  8. Discipline

  9. Student Responsibilities • The purpose of policies concerning student conduct and discipline are to provide guidelines for the educational environment of the college. • RCHS shall foster a collegiate atmosphere which breeds honor, self-discipline, integrity, and regard for the rights of others.

  10. In-School Discipline • The Code of Conduct identifies a broad range of behaviors that disrupt learning and are not acceptable at RCHS. • The behaviors listed are not all inclusive of all behaviors that are subject to in-school discipline.

  11. Disciplinary Procedures • Violations of the student code of conduct will result in a referral/notification to the RCHS Administration. The disciplinary action will depend on the offense, previous actions, and the seriousness of the misbehavior. Procedures are as follows: • 1. Referral made to RCHS Administration • 2. The administrator investigates the infraction • 3. The administrator confers with student about misconduct. The student is • afforded the opportunity to explain his/her version of the incident. • 4. Disciplinary action is determined by the RCHS Administrator. • 5. The student’s parent(s) is notified by telephone and/or writing.

  12. Harassment and Bullying • RCHS and Richland College do not tolerate any acts of harassment, bullying, or discrimination. • RCHS administration actively investigates every report of harassment, bullying, and discrimination and takes appropriate action in order to protect possible victims. • RCHS has harassment/bullying procedures so that students, parents, instructors, and other persons can quickly and easily report such behaviors.

  13. The policies and administrative procedures concerning student conduct apply to actions of students during school hours, before and after school while on or within 300 feet of school property, at all school-sponsored events/activities, field trips, sporting events, assemblies, and evening school-related activities.

Path College and Career includes SAT Prep, career and college investigation, and facilitates resume development, application writing for colleges and scholarships, and Choice testing AVID (Advancement Via Individual Determination) supports students in critical thinking exercises, tutorials, Socratic groups, and Philosophical chairs; students develop independent thinking habits and learn to take responsibility for their own education in a college setting.

  24. Scheduling of Classes • Texas Education Agency requirements that must be met • Advising staff creates schedule based on 2 year plan • Students must be scheduled in high school graduation required courses during Fall and Spring semesters • Students must be scheduled for classes Monday – Friday between 8 a.m. and 5:10 p.m. • Each day must consist of 240 instructional minutes (4 hours) • Each day must have a 10:30 a.m. class which is our certification time for TEA • Each student must have 5 core classes each Fall and Spring

Scheduling/Support Labs • ALL JUNIOR RCHS students are required to take EDUC 1300, AVID III, and Path, Career and College • ALL SENIOR RCHS students are required to take AVID IV, Senior Project and IMED REMINDER: Students should check their schedule daily the first week of school for any changes If a class is dropped or canceled, PLEASE contact advisor ASAP.

Richland College Police DepartmentOther Rules and Policies • No skateboarding, roller or in-line skating on campus • Bicycles must be secured to bicycle racks and not furniture, hand rails, or light poles. • Rules of the road apply to driving on campus such as speeding, stop signs, and other State Transportation laws.

  48. Evacuation Drills • Applies to the following emergency: Fire Alarm, Bomb Threat, HAZ-MAT • Main Objective: Exit to the parking lot, at least 100 feet from the building. Please quickly and calmly, move to a safe zone room or a designated area of safety. • Communicated by: Voice over Fire Alarm System PA, Verbal Notification by Campus RC-ERT, College Police, RCHS Administration or Emergency Management Personnel. • Summary: An evacuation is called when it is necessary due to a fire in the building or other emergency issue.

  49. Shelter in Place • Applies to the following emergency: HAZ-MAT (outside), Extremely Severe Weather or Tornado • Main Objective: Depending on emergency, lock door, close blinds or quickly and calmly move to a safe zone room or a designated area of safety. • Communicated by: Voice over Fire Alarm System PA, Verbal Notification by Campus RC-ERT, College Police, RCHS Administration or Emergency Management Personnel. • Summary: A Shelter in Place is called when it is necessary due to weather or other emergency issues.

  50. Lockdown • Please have students return to the classroom or office. • Lock your doors. • Close Blinds • Turn off lights • Turn off LCD and Computers • Move students to the floor and away from door and windows. Barricade door if applicable. • WAIT FOR ALL CLEAR!! May be required to respond to release point (LeCroy). Hands above head? • Applies to the following emergency: Suspicious person on Campus, Active Shooter on campus. • Main Objective: to use existing buildings/facilities to afford a level of protection from the point of danger. • Communicated by: Voice over Fire Alarm System PA, Verbal Notification by Campus RC-ERT, College Police, RCHS Administration or Emergency Management Personnel • Summary: The intruder lockdown order should be responded to by an immediate movement from hallways and common areas to lockable classrooms and offices. All personnel should avoid windows, doors and glass atriums. Available fixtures and furnishings should be used as additional layers to place between you and the point of danger, depending on the type of emergency.
