  3. 802.11af Status before May Meeting • Group had telcos on March 20, 27, April 3, 10, 17, May 1, and May 8. • Regulatory discussions from FCC’s latest changes (third M&O FCC-12-36A1 released on April 5th) regarding absolute values for out of band emission levels, Ofcom(TV tuner measurements based on actual field data in UK) and SE43 (currently creating a working document towards complementary Report to ECC Report 159). • PHY discussions continued on impact to channel bandwidth based on FCC’s changes on emission masks, but no specific plan yet on contributions. Ofcom has not finalized its ACLR values yet. • Discussions on Cambridge trial, especially the highlight there on rural internet use cases, and protection requirements for PMSE and DTT. • FCC is considering to open up more unlicensed or lightly licensed spectrum especially on 3550-3650 MHz. • High level submission on down-clocking and channel bandwidth proposal again in May F2F, and would like to get decision. • Meeting with TGac PHY people to estimate ETA for TGaf PHY submissions • Regulatory report of the Japanese TVWS will be presented in May face to face meeting. . Current 802.11af Status • Elected task Group Officers • Chair: Rich Kennedy (Research In Motion) • Vice-chair and Editor: Peter Ecclesine (Cisco Systems) • Vice-chair and Recording Secretary: Zhou Lan (NICT). • Approved speculative draft 1.07 as working draft. • Document 699 (Broadcom and Qualcomm) : PHY design proposal approved by group. • The PHY for one TVWS channel (6MHz, 7MHz or 8MHz) is based on the 40MHz 128FFT VHT PHY as defined in clause 22. • For 6 MHz TVWS channels: tone spacing is 41.66 kHz with sampling frequency of 5.33 MHz. • For 8 MHz TVWS channels: tone spacing is 55.55 kHz with sampling frequency of 7.11 MHz. • Support for multi-channel coexistence: the pre-VHT fields shall be placed around the middle of each TVWS channel irrespective of the number and location of the channels used for transmission. Current 802.11af Status • Regulatory update: • FCC released 3rd memorandum opinion and order and following changes (as compared to 2nd MO & O) were made: • Modifyed rules to establish a maximum HAAT for a fixed device antenna of 250 meters (from 76 meters) and maintain the limit for fixed device antenna height AGL at 30 meters. • Modifyed the rules for adjacent channel emission limits to specify fixed values, rather than vary the limit relative to the in-band power. • Increased the PSD limit for each category of TV bands device by 0.4 dB, which will allow a TV bands device to operate at the maximum permissible power in a bandwidth of 5.5 MHz instead of 6 MHz. • These are final rules in the sense that they cannot be petitioned anymore. • Ofcom VNS (Voluntary National Standard): It is applicable for UK only. They are bringing all this to ETSI so that it can be adopted by rest of EU. Trying to get this done by end of June. Prabodh Varshney, Nokia

  7. Current 802.11af Status • Regulatory update (contd): • Japan: White Space Promotion council objective is to expand nation-wide white space utilization. They have created a working group for coexistence (between primary and secondary users) in white space applications. WG has published report in March 2012. Services permitted in TV white space with conditions summarized by White space utilized broadcasting system WG. It is not license-exempt (need to register with MIC and they decide if service can be used). Main use case right now is for broadcasting but usage for broadband internet access and sensor network may increase in future. Prabodh Varshney, Nokia

  8. Current 802.11af Status • Document 602r0 defines the specification development process for the group. • BandIDin clause 8 needs to be added for TVWS. Then define in MAC sections (clause 8, 9, 10) MAC features which are valid for TVWS with BandID set as TVWS MAC. • Documents 647r2, 648r1 and 649r1 (LG) provided comment resolution related to CSM, information value field and editorial. Plan for July Meeting • Approve minutes from Atlanta and teleconferences • Clause 23 submission • Complete LB 171 comment resolution • Create Draft 2.0 and ask the WG for approval to begin a new Letter Ballot • Regulatory update • Teleconferences: Weekly on Tuesdays starting May 29th.
