The Cycle Forum • Cycle Forum comprises reps from Spokes, CTC, Transport, Roads and Planning… • …discusses cycling at a policy level – good communication channel. • Opportunity to remodel this forum as an Active Travel Forum, with Living Streets? • Could have an increased role in steering ATAP and feeding into the proposed Transport Forum.

  16. 5% - How should we spend it? Capital • Family network implementation – faster and higher quality • Cycle Friendly city – new and upgraded cycle lanes, cycle friendly junction improvements, potential on road cycle track(s) • Potential for increased match funding from Sustrans - £425K in 2012/13 Revenue • Improved maintenance - on and off road • Marketing, Publicity, Training, Monitoring Impact - significantly improved chance of meeting ATAP commitments and targets

Major Projects underway • Cycle Friendly City - Quality Bike Corridor linking the UoE’s King’s Buildings and George IV Bridge (September 2012). • Family Network - Leith Links to Portobello path enhancement (January 2013) will benefit pedestrians and cyclists • Reprioritisation of footway maintenance to better target high use pedestrian areas • New Council street design guidance

  18. Staff resources to deliver ATAP • ‘Cycling Officer’ – in post • Sustrans officer seconded for 5 years, another 3 years to run. • Sustrans to employ a 3 year Family Network signage officer – part-funded by CEC • New ‘Walking Officer’ 18 month post - funded by CEC and Paths for All • CEC cycle staff resources being reviewed – report to September TIE Committee

Spokes and CTC feedback • Strong support for ATAP, for its strategic approach, for 5% and the annual 1% increase • Increased cycle-specific staffing needed to address delays –more important in context of increased budget. • Keen to see progress on upgrading existing facilities on main roads • Segregated cycleways – want serious consideration and would like to see a pilot project • Can Council consult on, then implement, cycle and pedestrian friendly city centre? • Public cycle counter (Meadows?)

  26. Looking forward • Planning to ensure 5% (+1% pa) cycle spend • Reviewing staffing – report to September TIE Committee • Continue to work with partners • Review progress every 2 years (report to TIE Committee due late 2012/early 2013)

Healthier city Cleaner and quieter city More liveable city - especially for children and older people Reduced congestion and improved reliability for other road users In short - better quality of life! More people cycling and walking more often It can be done…. – cycling in Edinburgh has increased 300% in past 20 years 27
