Community-Based Adaptation inMOROCCO Anne WITTMANN CBA program coordinator UNV _ June 2009
Climate Change Risks in Morocco • Water scarcity (includinggroundwater) and drought • Coastalflooding and beacherosion • Salinization of coastal lands and aquifers • Erosion of land and dam siltation • Biodiversityloss and fragilizednatural habitats With impact on sylvo-agricultural activities, fisheriespotential, water infrastructures, tourism, industry, daily life (water quality and quantity, local foodsupply…) CBA Morocco
The CBA strategy focuses on: • 3 geo-climatical areas : • Coast Mediterranean coast • Forest Middle Atlas Mountains • Oasis South / desertic-saharian • 3 sectors, considered interdependently : • Agriculture • Water resources • Forest resources CBA Morocco
CBA project portfolio, as of June 2009 OASIS de IGUIWAZ OASIS de TARMGUIST Enhancing the resilience of 2 oasianecosystems to the impacts of climate change ; Main activities : - Adaptation Revolving Fund (irrigation, replantation) - Pilot replantation of local species adaptable to water scarcity (agroforestry) - Capacity building / Training 2 projects _ Preparatory phase _ Concepts approved CBA budget : US$ 35 000 eachproject (total US$ 70 000) CBA Morocco
Community participation • Tradition of collective management of naturalresources and community participation (example of water management in Oasis) ; • Tradition eroding but emergence of new forms of communitymobilization: • Since 2001, national programs encouraging the development of associations and supportingtheirwork and projects (INDH, ADS, Ministery of Environment…), especially in social and economicfields; • Increasingwomen’s participation (women’s associations, including in rural areas). • Crucial need for capacity-building in terms of naturalresource management / environment / climate change.
