  3. California Emergency Functions • California Emergency Functions (CA-EFs) are designed to be a grouping of state agencies and other stakeholders whose daily operations lend themselves to improving the State’s ability to: • effectively mitigate, • collaboratively prepare for, • cohesively respond to, and • rapidly recover from any emergency. • These stakeholders typically have similar functions that are in alignment with the most common needs of a disaster • In a response, resource requests will be handled through the SEMS process and CA-EFs will be transparent to local jurisdictions

  4. Agriculture Architecture and Engineering Care and Shelter Evacuation Fire and Rescue Hazardous Materials Law Enforcement Management* Public Health and Medical Resources* Transportation Utilities Volunteers and Donation Management* Long-Term Economic and Community Recovery Proposed CA-EFs *Cross-cutting CA-EFs

  5. CA-EF Development

  6. Impact to Local Stakeholders • The revised SEP will not require a revision of existing local Emergency Operations Plans (EOPs) • Local stakeholders will not be required to align with CA-EFs, but will be invited to participate in the CA-EF development process • SEMS and mutual aid will remain unchanged • Resource requests will follow SEMS system

  7. Stakeholder Involvement • Have met with 400+ stakeholders • Regional Meetings • Six regional focus groups (7/08) • Coordinated through OES Regional Administrators • Online Draft review and feedback: will be available in June, 2008
