H2020 Grant Agreement: MERID set the Model for implementing future EU and other international Grant Projects: Hard Current Account outside Fed. Budge. (first time in Iraq with the approval of Federal Board Of Supreme Audit, MoF and office of Gen. Insp.@MoST.

Iraq Participation in MERID • Gaps / Issues critical to Iraq-EU STI cooperation: • Apart from Political/Security uncertainties, Issues that must be • resolved (some steps are ongoing): • dominance of institutional funding (limiting competiveness), • Limited innovation capabilities (weak IP implementing measures), • Lack of STI governance, • Low involvement of private sector in Research activities. On the other hand, willingness and eagerness to collaborate with EU partners; one young Iraqi female researcher missed 2016 brokerage came back to “Seeds and Chips Global Agrifood Conf. (Italy, 2017).

  4. Iraq Participation in MERID : Future perspectives for H2020 • In our view: • “Food security, sustainable agriculture and, . . .“ and • “Secure, clean and efficient energy” • calls of H2020 WP 2018-2020 are most promising for Iraq • involvement. • Promoting the NCP for EU programs to a more structured • entity/unit, so the role NCP will be a ‘professional job’ • rather than a ‘parallel job'. • The EU delegation may take role in this context.
