Ecological and Social Context • Establishment of three barangays from the mother barangay “Tanabag” : San Rafael (1970) and Concepcion (1994) • Flow of migrants in early 1950s; Batak moved uphill. • History of typhoons, and floods (1977, 1987, 1995, 1998) • Kaingin practice, logging (LSATCO), and almaciga resin extraction (individual and company). • Ban on logging and kaingin (1986)
STCMPC established in early 1992, expansion of CBFM from 1000 ha (1992) to 5006 ha (1998). Memberships coming from 3 barangays: 433 members now. • History of various assistance : World Vision on Literacy (1970s), forestry-protection CFP (1980, 1989), NRMP2 program (1996), and ADB-funded reforestation CSD project (1999). • History of conflicts between: - PO with Almaciga concession (3 years battle in court) ----> PO and 2 barangay captains - Boundary dispute between PO and Batak CBFM areas • Overlapping and lack of coordination among authorities
