Content • SOLAR Training • VPP Implementation • GSO Goals • Mishap Prevention • Fire Protection Issues • DuPont Visit • Metrics/Successes • Lessons Learned
SOLAR • Training packages in SOLAR are OK. • They do not meet Center needs because they cannot be modified with Center specific information. • “ Safety for Supervisors” and “VPP” could be useful to meet initial training requirements. • SOLAR must be part of the overall training strategy at the Center level.
VPP Implementation • Plan was developed and coordinated with OSHA in February 2001. • The Executive Safety Board approved the Plan on 3/15/01. • Plan includes separate processes for Plum Brook Station and the Main Facility. • PBS schedule is being revised due to support contractor concerns. • Main Facility’s is on schedule for implementation.
Goals for 2002 • Implement new Hazard Analysis Program and complete JHA. • Create two new programs: • Office Safety • Fall Protection • Implement DuPont Report’s Suggestions • Maintain VPP Implementation Schedule
Mishap Prevention • Updated guidance in the Glenn Safety Manual on Mishap Reporting • Expanded the use of the GSO Homepage to provide Mishap Prevention information. • GSO sponsors several event through the year to keep the Safety message in the forefront of all employees • These include Safety Week, Health Fair, etc.
Fire Protection • Due to Airport Expansion, GRC in now part of the City of Brookpark. • GSO is working with a new Fire Department and developing new response procedures • 15 facilities will be relocated due to the Airport Expansion. Fire Protection is a key issue with each design.
DuPont Visit • Dupont Safety Services performed a review of our program August 2001 • No area was rated World Class • Two areas were rated Excellent • Most areas were rated Skill or Awareness Level. • Executive Safety Board is developing an improvement plan.
Civil Service Lost Time Rate LTR = # of Lost Time Incidents x 200,000 / # of Hours Worked 0530
Successes • Developed VPP Implementation Plan • Established Safety Training Survey Process • Recognized contributions of employees to the Safety Program throughout the year • Increase awareness programs • Center Director’s Safety Bulletin • Published Improved Employee Safety Guide
Lessons Learned • Tasks need to be clearly defined and communicated to the personnel performing the work. • Clutter and poor housekeeping will always cause problems. • Changes to procedures should be published and communicated before they are implemented. • Validate that repairs/upgrades are completed before re-staring operations. • Ensure that control equipment is operational before beginning operations.
Trends • Over the past three years the primary personnel concern are falls. • Presently GSO is evaluating training programs and other resources to address this concern. • Some of the close calls are related to the Construction Safety Program. GSO is working with Construction Management to review and improve all processes to address this problem.
