Today’s Learning Objectives • Gain knowledge of the Title V needs assessment framework and general timeline • Understand the local needs assessment process • Be familiar with technical assistance and useful resources available for local health jurisdictions • Be acquainted with data products developed for the local needs assessment
Title V Maternal and Child Health Block Grant • Primary source of federal support for improving the health and well-being of mothers and children. • Title V MCH Block Grant reporting requirements mandate completion of an annual report/application that specifies: • needs of the State MCH population; • programs and policies implemented to meet those needs • monitor progress toward achieving federal and state performance outcome measures • Management/expenditure of funds • Every five years a comprehensive statewide needs assessment must be conducted of the MCH population
Major Conceptual Frameworks and Strategies for 2015 Needs Assessment • Maintain focus on key conceptual frameworks: • Social Determinants of Health • Life Course Approach • Health Equity • Population Health model • Aligned with Major National and State Initiatives • Assess impact of health care reform on MCAH populations • Coordinated with Healthy People 2020, National Prevention Strategy and Let’s Get Healthy California • CDPH strategic plan • Improve Coordination and Collaboration with Department of Health Care Services, Systems of Care Division (Children with Special Health Care Needs)
Local NeedsAssessment Conceptual Framework • Decentralize statewide needs assessment process by having each local jurisdiction conduct a needs assessment • Key Objectives • Identify local needs and capacity • Obtain extensive stakeholder input at the local level • Focus local MCAH efforts by having each jurisdiction identify priority areas they will focus on during the next five years • Develop local five-year action plan
Major State MCAH Needs Assessment Components • Local health jurisdictions conduct a needs assessment (identify needs, set priorities, assess capacity, stakeholder input) • Analyze and summarize local jurisdiction reports • Analyze statewide quantitative epidemiologic data • Assess State MCAH system capacity • Obtain external stakeholder input • Obtain public input on needs assessment report • State MCAH Program will submit statewide report to the federal MCH Bureau on July 15, 2015

What is Different about this Needs Assessment? In the 2010 Needs Assessment, LHJs completed: • A Comprehensive Capacity Assessment • Data analysis to identify rates, determine and understand trend data, including race/ethnic disparities In the upcoming Needs Assessment, LHJs will: • Not be required to do a separate capacity assessment • Receive data in a simplified format • Receive sample templates of Problem Analyses and Action Plans
MCAH Directors Needs Assessment Workgroup • Workgroup meetings began in April • Representatives from rural and urban communities • Representatives from new and experienced MCAH Directors • Reviewed Needs Assessment documents and provided feedback on content, process and clarity • To anticipate and assist with developing FAQs
Goals of the 2015 Local Title VNeeds Assessment Data-driven community planning to inform development of 5-year Action Plans that address a specific list of health problems using standardized objectives. • MCAH will provide local datato decrease the data burden and allow more time for a collaborative community planning process • Increase MCAH program impact by focusing on a strategic list of health problems • Focus on meeting with stakeholders/community partnersto discuss data, prioritize problems and identify best practice strategies to address problems
Why use a Strategic Priority Problem List and Develop 5-year Action Plans? • Improve ability to quantify and describe MCAH efforts and outcomes • Improve collective impact across the State • Support common understanding of problems, partners, strategies and measures • Encourage alignment and leveraging of human and other resources • Improve continuity of local programming • Recommendations from MCH Bureau

Technical Assistance Available • Nurse/Program Consultants • In collaboration with the Family Health Outcomes Project (FHOP), present a series of webinars on “How to complete a Needs Assessment” • Assistance for program planning, including development of Action Plans • FHOP • Series of webinar trainings focusing on program planning • Technical assistance for analyzing data, identifying priority problems, applying problem analysis, working with stakeholders and program planning and evaluation • Twice monthly technical assistance calls
Strategic Question Surveys • Fall 2013 – Respond to MCAH strategic question surveys (e.g., Survey Monkey) • ACA implementation, • Children with Special Health Care Needs, • American Indian Populations • These are topics of significance at the local, state and national levels.
Needs Assessment Process and Sample Timeline for LHJs • Receive data from MCAH (By Oct. 30, 2013) • Review and analyze your data • Arrange meetings with stakeholders (Oct. 2013-March 2014). Use stakeholder input to: • Identify and prioritize problems • Analyze problems and develop problem statements • Identify strategies, partners and activities to address selected priority problems • Complete Needs Assessment Packet (March-June 16, 2014)
Submit 5-year Needs Assessment Deliverables byJune 16, 2014 • Summary – provided in the format of the LHJ Community Profile • Stakeholder/Community Partners List • Priority Problem Statements, Strategies and Partners • Capacity Needs List
Submit 5-year Action Plans by May 15, 2015 • 5-year Action Plans • Indicate at least one problem, partners, strategies and performance measures in each of Goals 1, 2 and 3 and additional problems as resources allow • 5-year Action Plans will inform the development of your MCAH SOW over the next 5 years

What is the Community Health Status Report - Details • Provides additional data on a select group of indicators • Includes rates from 2000-2002 to 2009-2011 for both the LHJ and the State • Compares LHJ rates in 2000-2002 to those in 2009-2011 to see if they are statistically different • Compares LHJ rates in 2009-2011 to State rates to see of they are statistically different • Compares LHJ rates in 2009-2011 to Healthy People 2020 Objectives (where applicable)
