Bakanlar Konseyi – Ülkelerin oy sayıları Almanya, Birleşik Krallık, Fransa ve İtalya 29 İspanya ve Polonya 27 Romanya 14 Hollanda 13 Belçika, Çek Cumhuriyeti, Macaristan, Portekiz ve Yunanistan 12 Avusturya, Bulgaristan ve İsveç 10 Danimarka, Finlandiya, İrlanda, Litvanya, Slovakya 7 Estonya, Kıbrıs, Letonya, Lüksemburg ve Slovenya 4 Malta 3 Toplam: 345 Birçok kararın alınabilmesi için “nitelikli çoğunluk” yani;255 oy ve Üye Ülkelerin çoğunluğu gerekmektedir. 2014’ten itibaren ise: Birliğin toplam nüfusunun % 65’ini temsil ile birlikte Üye Ülkelerin % 55’inin onaylaması gerekiyor.
