Country preparedness • Strengthen accountability of climate finance to parliaments, governments, general public and to development partners (PEFA exercise) • Strengthen transparency - climate expenditure data is publicly available • Move to performance based budgeting with political will and key performance indicators including on environment and climate change, based on country context and requirements • Strengthened country monitoring and evaluation mechanisms which build on existing systems • Well defined national plan and strategy which includes climate change • All public funds flowing into country should be reflected in the national budget systems

GCF Response • GCF/Adaptation Fund should formally support capacity building to strengthen country systems to access fund. • If there are international intermediaries, national governments should explicitly participate in to project preparation. • Simplified procedures to access funds • Improved predictability of finance so that it can be planned through the budget systems. • GCF should take advantage and strengthen existing country audit systems. • For GCF to government transfers strong preference for grant finance. • GCF transfers to government should flow through the government system.

GCF Response • For GCF public finance, Ministry of Finances/Planning should have a strong institutional role to ensure links with the national budget process and monitoring and evaluation. • Financing from the GCF should be programmatic rather than project financing • GCF should fund holistic rather than fragmented projects. • Ensure full disclosure and dissemination of GCF procedures to all countries • Ensure post impact assessment of results using existing country systems
