General Requirements and Conditions • There mustbe initial declarations submitted for: 2a(i), (iii), (iv), (v), (vi)(a), (vii), (x) and 2b(i) even if there is no activity relating to any article(s) • There mustbe annual update declarations submitted for all the above Articles, plus 2a(vi)(b) and (c) and 2a(viii) “location changes” even if there is no activity relating to any article(s) • There must be 4 quarterly declarations each year for 2a(ix)(a) even if there are no exports in any quarter(s)
General Requirements and Conditions • Exceptions to routine reporting requirements are: - 2a(ix)(b) and 2b(ii) are only required upon specific IAEA request - The part of 2a(v) “current annual production of an individual mine or concentration plant” is only required upon IAEA request - The part of 2a(viii) “further processing notification” is required 180 days in advance of further processing
General Requirements and Conditions • For the initial and quarterly declarations, the reporting requirement applies even if there there has been no activity . (in this case only the header information needs to be completed, and the header comments field should contain “Nothing To Declare.”All entry information fields should be blank.) • For an update declaration, it is also required even if there is “no change” at all in the complete content of the previous declaration. (In this case only the header information needs to be completed, and the header comments field should contain “No Change” )
General Requirements and Conditions • If “no change” does not apply to every entry in a declaration being prepared, then: - Show only the new or correctedentries in the declaration - Do not enter“no change” in the header comments (as this term only applies when there is no change to all entries in the new declaration).
General Requirements and Conditions • Location – standard information • Organization name and address • Address detailed enough for the Agency to determine the exact location • Code for facility or location outside facility, if applicable • In case of imprecision, location coordinates are required
General Requirements and Conditions • Declaration period (all articles except 2.b.(ii) and 2.c) • For the initial declaration, the “as of” date for the information is a date between entry into force and 180 days later • The first annual update period is the time interval between the initial declaration and the end of the calendar year in which the initial declaration was made • For subsequent annual updates, the period is one calendar year
General Requirements and Conditions • All dates should be in the format of YYYY-MM-DD • YYYY - four digit year • MM - two digit month • DD - two digit day • Example: 2005-10-01 • Use correct Article references • Example: 2.a.(iii) or 2.a.(vi) • The INFCIRC number of the State safeguards agreement should be provided • Example: 000 for INFCIRC/000 • The numbers 153 and 540 should not be used • Declaration and line entry fields must be numeric
Example of Header Information Separate number for each article or site, must always be unique and consecutive DECLARATION PERIOD for all Articles except 2.b(ii) and 2.c -for initial declaration use– as of YYYY-MM-DD -for next declarations use -YYYY-MM-DD through YYYY-MM-DD When there is nothing to declare, “Nothing to declare” should be entered in the header comment field for the relevant article If there is no change in an update from the previous declaration, “No change” should be entered the header comment field for the relevant article Can be used to provide additional information as desired (in the header or line entry comment fields)
Example of Header Information • All header data are the same, except declarations under Articles • 2.a.(iii) – in addition, location is to be provided • 2.a.(ii), 2.a.(v) for individual mines and/or thorium concentration plants, 2.a.(ix).(b), 2.b.(ii) and 2.c – in addition, reference number of the Agency request is to be provided
Example of Entry Information Data fields reporting the information for the Article “Ref.” is used to refer to another declaration/entry by providing the corresponding declaration and entry numbers The number of the individual entry, unique and consecutive within each declaration number, beginning with 1 (one)
Examples of Entry Information • Required data for declarations under each specific Article are different • Will be discussed in details during AP workshop (see Sess. 3.4)
Article 2.a.(i)Nuclear Fuel Cycle Related Research and Development Activities Not Involving Nuclear Material; Authorized or Controlled by the Party • For declaring nuclear processes and equipment that can be developed to an advanced level without nuclear material • Nuclear fuel cycle-related research and development activities are those defined in Article 18.a • General description of activities is to be provided only, if research has direct application.
Article 2.a.(iii) Buildings on Sites • Purpose is to assure that no undeclared nuclear material or activities are co-located with LOFs utilizing the available infrastructure for an undeclared programme • A separate declaration is required for each site • Declaration period – full calendar year for update declarations • Site code and name • Inclusion of historical information • Past activities (in buildings, on sites) • Shut down and decommissioned facilities
Article 2.a.(iii) Declaring LOFs • How to declare LOFs • Option 1: use a separate declaration (site) for each LOF • Option 2: group them in one site declaration (But make sure each LOF has a map with a clear boundary indicated; Building labeling should be clear with no overlap between maps) • LOF boundaries • Can be very limited (hospitals, universities, industrial plants…)

Article 2.cAmplifications and Clarifications • The State has the obligation to provide information with regard to the Agency request for amplification or clarification of the information provided under Article 2 • The response is preferably in the form of additional declarations • Any urgency of response will be indicated in the Agency request
Article 2.c - Example • Provide the date and reference number of the Agency’s request • Separate declaration for each response Indicate the State’s declaration and entry numbers with respect to the Agency request
Guidelines for references • Reference to another declaration in the “Ref.” field • Consists of the declaration number and entry number of the related entry to be updated or cross-referenced • Used when previously declared information is updated • Used when complementing or adding information to another declaration (under the same or different Article) • State name may be shown in the reference if it is necessary to refer to declaration from another State • Do not provide references in the update declarations when there is “No change” or “Nothing to declare”
