Scope of the Sector • Sector Characteristics • Commercial Centers, Office and Industrial Buildings, Stadiums and Arenas, Public Venues, Theme and Amusement Parks, Entertainment and Hospitality, Multi-Family Residences, Major Sports Leagues, Convention Centers and Academia • Sector Functions • Congregation of large numbers of individuals for : • Pursuing Business Activities (i.e., Sears Tower) • Conducting Personal Commercial Transactions (i.e., Mall of the Americas) • Enjoying Recreational Pastimes (i.e., Disneyworld) • Sector Responsibilities • Owners/Operators: Security, close cooperation with local law enforcement • Federal Government: • Provide timely threat information • Harmonize security processes • Provides security for National Security Special Events and Dignitary Visits
Sector Specialist’s Roles & Responsibilities • Build a trusted relationship with stakeholders • “Off the record” comments and reports from industry • “Heads-up” on legislative efforts by industry • Gain/maintain situational awareness • Issues, concerns, mergers, acquisitions, and the overall landscape • Ensure knowledge fusion between sector and government • Releasing relevant Bulletins to industry tailoring the urgency & distribution • Posing issues to IA and the Red Cell of importance to the sector • Provide incident/event communications and coordination • Contacts with industry for crisis communications
Sector Partnership Model • Sector Coordinating Council (HSPD-7) • Self organized and self led – by broad stakeholder base within sector composed of owners and operators and associations • Inclusive broad sector representation once organized- provides true point of entry into sector • Development supported and facilitated by DHS/SSA • Spokesman or chaired by owner and/or operator preference • Institutionalized process for engagement with DHS/SSA for programmatic planning, strategy, policy, implementation, and joint monitoring of progress • Option of administrative/secretariat support • Forum for sensitive dialogue in protected setting w/o violating FACA
Government Coordinating Council • Counterpart to Sector Coordinating Council for each critical infrastructure • Interagency coordination at operating level-supported by partnership between DHS/SSAs and appropriate supporting federal and state agencies • Provides coordinated communication, issues development and implementation among government and between the government and the sector for Homeland security/protection issues. • Coordinates with and supports the efforts of the sector’s coordinating council to plan, implement and execute sector-wide security and also to support the nation’s homeland security mission. • Leverages complementary resources within government and between government and industry.
SCC Single forum into sector for full range of homeland security issues Led by owners and operators; inclusive Institutionalizes sector’s coordination of: Policy development Sector wide strategy and planning Program promulgation and implementation Monitoring of progress Best practices and guidelines Requirements for information sharing, research and development Point of cross sector coordination GCC Interagency – includes federal and state officials relevant to sector Coordinates CI/KR strategies and activities, policy, and communication across government and between the government and the sector Supports sector to plan, implement and execute plans and programs Leverages complementary resources within government and between government and industry Roles and Responsibilities
