Laboratory Proficiency Workshop – 11 Feb 2004 • Strong industry representation the would act as the coordinating body (NPASR) • All in favour of a national proficiency scheme • Problem with reference labs • Needed to be cost-effective • All accepted a pilot study to be run by Gautrans and Western Cape • 3 tests to be investigated • Atterberg limits • Bitumen penetration • Sieve analysis

Agreements from the meeting • Gautrans to feedback their results to the participating laboratories • Scheme to be structured in line with ISO 43 (formal process not a round robin process) • Scheme should be coordinated nationally and run regionally • Scheme should be self-supporting and run on a cost-recovery basis. • Initial funding to kick-start the process • Executive Board of potential funders identified to move the process forward

Actions • J Venter (SAACEL regional Chair) to drive process in KZN in association with KZN DoT (K Ducasse) • L Sampson and B Dumas to rework original proposal with costs for establishing the scheme and submit to Ex Co for discussion • Ex Co to be organised before May RPF • All members of (NPASR) to be kept informed of progress by Ex Co • Next three tests • MDD/OMC using Mod AASHTO • Marshall stability and flow for asphalt mixes • ALD for aggregates
Status • National Certificate in the supervision of construction processes in place at NQF level 4 • Learning material being developed • Implications to the industry • National certificate in construction materials manufacturing (NQF 2 – 6) • under development • National certificate in Materials Testing under development (NQF 2 – 7) • On hold pending a new workshop to rethink the qualification structure
