  2. THE RULES Section 1004.91, Florida Administrative Code Florida State Board Rule 6A-10.040

  3. CTE Programs • No student can be denied entry into a program based on their test scores. • Florida Statute and State Board Rule state that students must be tested within 6 weeks after admission into the program. • Federal OCR says no student may be denied entry based solely on a test score. http://www2.ed.gov/about/offices/list/ocr/docs/vocre.html

Waivers/Exemptions • Students who have an Associate’s of Applied Science (AAS) degree or higher. • Students who have passed the CLAST or met the CLAS requirement. • Students who are exempt from taking the Florida College entry-level examination. • Students in registered apprenticeship programs. s. 1004.91, F.S.

  5. Waivers/Exemptions Students who have passed the CLAST or met the CLAS requirement or students who are exempt from taking the college entry- level examination only need to take the portion of the TABE they are not exempt from. s. 1004.91, F.S.

  6. CTE Programs • No student can be counted as a completer from the final OCP of a program and receive a career certificate of completion until they meet the exit requirements of that program. • However, they can exit at any OCP before the final OCP without meeting the basic skills requirements.   7. Waivers/Exemptions • If the program is a licensure program on the CTE list, • The student may sit for the exam, • And if the student passes, the student is counted as a program completer. http://www.fldoe.org/workforce/dwdframe/rtf/basicskills-license-exempt.rtf

  8. Waivers/Exemptions • If a student has a disability, • he/she may be exempt from meeting the requirements. • State board Rule 6A-10.040 states that all LEAs must have a policy addressing exemptions for students with disabilities

  10. TABE TO CPT CORRELATION • This correlation was done between TABE 7 & 8 and CPT, since TABE 9 & 10 are on the same scale as TABE 7 & 8, the correlation is still valid. • College algebra score correlates to TABE total math score. • If there is a new CPT, then TABE 9 & 10 will need to be correlated to the new CPT. However, TABE 11 & 12 are due in 2013.

  11. Retesting • Time between retests • 60 hours of instruction or 3 months if using the same level, different form • 120 hours of instruction or 6 months if using same level, same form • How many times can they test • The state has no rule or statute on this issue, it would have to be a local decision and should be part of the college’s Local Assessment Plan.

  12. What is needed for an audit? • This should be verified with the auditor general’s office or your college representative. • 5 years or until audited for that year. • Some items may be kept electronically. • Should keep pre- and post- test results, documentation of disability used for waiver or accommodations, record of instruction provided, external examinations used for completion (basic skills replacement), proof of waivers (CLAS, SAT, ACT, Transcript, etc.)
