  3. Norman Butler received letter in prison: “Harlem is tense over your evil deed as a Muslim now all Muslims must paid for your master mind killing”

  4. Other Theories Local drug dealers (Congress of Racial Equality) NYPD / FBI / CIA (lack of police protection) John Ali, national secretary of Nation of Islam and FBI undercover agent, met with Hayer the night before the assassination
