2. Background（１） • ISPS Code Implementation Assistance Program (ICIAP) has been developed by APEC Maritime Security Experts Group since 2006 • It is designed to assist fellow APEC members in complying with the ISPS Code through technical assistance and capacity building

3. Background（２） • ICIAP is going to conduct in Philippines, Thailand, Indonesia, Vietnam, Peru, Malaysia, and PNG • Japan has been in charge of coordinating Vietnam, Indonesia and Malaysia Phase2 ICIPA Workshop Hanoi, Viet Nam, April10-12 2007

4. 5. Contents 1. Exercise Planning 2. Table-top exercise 3. Demonstration of Port Facility Security Audit at actual port

6. AIM • To develop exercise scenarioand master event list with the expected responses which will be directly utilized in their exercise • To review and discuss port facility security in relation to command and control, communication, coordination and the appropriate responses. • To demonstrate a proper auditing system in planning, executing and reporting of a Security Audit.

8. Conduction ○Seminar Participants were divided into 4 teams ○Each team had one facilitator ○Each team gave assignment and conducted the exercise planning Tool ○Guidelines for the exercise planning

9. Observation ■　The use of their own language during the exercise planning has facilitated active discussion among participants. ■　The participants felt that the value of exercise planning has enhanced after table-top exercise. Exercise planning の写真（②） Exercise planning の写真（③）

10. ○　Table-top exercise CONDUCT OF EXERCISE The table-top exercise was successfully conducted in the following 3 main phases Phase 1: Exercise briefing Phase 2: Exercise a Dividing APEC participants into 4 groups b Conducting in accordance with the planned exercise injects ( However, 2 injects were added to make exercise more interesting) Phase 3: Exercise debriefing exercise debrief and feedbacks and recommendations from APEC participants.

11. EXERCISE INJECTS A total of 9 exercise injects were provided by individual syndicate controllers during the exercise. The planned exercise injects were: a. Start State. Port Facility was operating at Security Level 1 b. Exercise Inject 1. A suspicious person was seen loitering outside the facility with apparent actions that he was conducting surveillance activities by taking photographs of entry points and behaving suspiciously. c. Exercise Inject 2. An attempted entry of a vehicle at the Main Gate claiming supplying ship stores for MT XXX d. Exercise Inject 3. Designated Authority informed Port Facility that they received an intelligence report about a terrorist bomb attack targeted against MT XXX e. Exercise Inject 4. Security guard, while on roving patrol, discovered some damage to the perimeter fence. On closer inspection, he found some torn fabric (parts of a shirt material) and a map of the Port Facility

12. f. Exercise Inject 5. Designated Authority declared Security Level 2 g. Exercise Inject 6. Tape recorded message was delivered via a parcel to the Admin Dept that something was going to happen in the Port Facility. h. Exercise Inject 7. Designated Authority informed Port Facility, Public authority and emergency response team are proceeding to port facility for assistance i. Exercise Inject 8. 13. Observation ■　The use of their language during the exercise facilitated active discussion among participants. ■　The artificial port was used for this exercise. However, the use of the real port facilities can make the realistic environment and can get the participants to optimize the learning experience.

14. ○　Demonstration of Port Facility Security Audit at actual port AUDIT OBJECTIVES • Determine the implementation and effectiveness of the ISPS Code • Determine conformity or non-conformity of system element c. Provide basis for improvement to the system d. Comply with the requirements stipulated in the ISPS Code

16. Conduct of Audit Demonstration • Audit demonstration was conducted in Port of • Tanjung Priok. • Two types of audit demonstration – one is on-site audit • and the other is documentation audit- were conducted. • Exchange of opinions and information on the audit practice between the Port authority and participants • activated document audit. auditの写真（４） auditの写真（3 ）

17. Observation • The use of the nativelanguage during the demonstration of ISPS Code audit for a port facility has facilitated active discussion among participants. • Detailed information of actual audit practice in various country would be beneficial because participants including APEC experts can share best practice. c. A dedicated internal auditor training course may be useful to further enhance learning values of participants during the ISPS Code audit for port facility.

18. Conclusion ○The seminar was developed based on the feedbacks and experiences gained from the previous APEC seminars. ○Using Indonesian language was effective for enhancing participants’ understanding and encouraging active participation during the seminar. ○It is important to conduct practical exercises continuously. It is recommend that seminars could be further elevated to higher level allowing participants to have more exercises in planning exercise or audit.

19. Conclusion ○Seminars should be held targeting officers working at local ports, because they do not have opportunities to attend similar seminars thus knowledge gap between officers in the capital and outside the capital could be seen. ○For the table-top exercise, an artificial port was utilized. It is recommended that a real port facility in the host country should be considered. ○A dedicated training course for auditors might be useful to further enhance learning values of participants during the ISPS Code audit for port facility.
