Congress directed FAA to integrate UAS into the NAS by 2015 STRONG POLITICAL SUPPORT Shaped components of solicitation – noncontiguous test ranges “…we have not placed restrictions, other than safety, on the quantity or locations of applicant team members or test ranges…” Michael Huerta FAA Administrator April 10, 2013 “… we strongly encourage you to include proposals for multi-state and multi-site test site designations.” FEB 7, 2013 Governor Kitzhaber includes $2.5M UAS proposal in FY13-15 budget

SIR Application Process • Seven proposal volumes with multiple submission dates • Six proposal volumes submitted to date • Last volume due May 6, 2013 • Privacy Policy to be established in June – Comments due by 23 April • Contracting via ‘Other Transaction Agreement’, essentially a MOA between Parties, targeted for end of December.
