What are the benefits? • Taken forward together, SEA can help to: • Inform the HRA evidence base; • Assist in early identification of proposals and policies likely to have a significant effect on European sites; • Assist in early identification of HRA mitigation measures; and • Inform the HRA ‘in-combination’ requirement. • HRA informs SEA process by helping to determine significance of effects under Biodiversity, Flora and Fauna SEA Topics.

  7. In the real world… • We’re getting there, but • Integration loses momentum between scoping and Environmental Report; • HRA Record doesn’t look back at SEA; • We have the words but not the action.

  8. Losing (or gaining) momentum There is lots of evidence of a strong start to integrating these processes. Is it enough for the Environmental Report to state that HRA is required? Do you have enough information at this point to do a bit more to inform options? If you’ve agreed with SNH that HRA isn’t required how much detail do you need for audit trail?

  9. HRA referencing SEA How much cross-referencing is required? No need to replicate content of the SEA in the HRA. HRA referencing SEA is about the HRA using the evidence base to develop assessment of options further. Avoid starting your HRA from first principles – you’ve already done some initial screening in your SEA!
