What Services will CSS provide? How will CSS be formed? 2 Phases: Phase 1 – 17 Agencies CSS will start delivering services to Phase 1 agencies from 1 April 06 MEWR MND MOE MOH MOM PSD MHA & Depts MHA-HQ CNB ICA Prisons SCDF SPF MOF & Depts MOF-HQ AGD Singapore Customs NEA SEAB Phase 1 agencies account for about 85% of the employees in the civil service.
How will CSS be formed? Agencies to be invited to join in Phase 2 MCYS MFA MICA MinLaw MOT MTI PMO AGC AGO Cabinet Office Istana Parliament Subordinate Courts Supreme Court CPIB DOS ELD IPTO LAB CSS will start delivering services to Phase 2 agencies from 1 April 07 Treatment of Staff is the SAME in Phase 1 and Phase 2
What happens after CSS is formed? What does CSS mean for staff? All staff currently doing work moving to CSS will be invited to joinMOF-CSS About 300 to 400 officers involved in Phase 1 Phase 1 Staff join CSS 1 April 06 1 April 07 Phase 2 Staff join CSS The staff transfer treatment for both Phase 1 and Phase 2 staff is the same.
Joining CSS Civil servants from ministries will transfer to MOF CSS • Remain as civil servants • Same scheme of service and salary • Same terms and conditions of employment Ministries CSS Statutory Boards Statutory Board employees will become civil servants • Comparable Civil Service terms and conditions of service
All officers are invited to join CSS: CSS Officers can look forward to: • Recognition as a valued front-line service provider • Becoming a professional in delivering HR and Finance services • Picking up marketable skills as a HR and Finance Specialist through: • Greater public sector knowledge and experience with variety of agencies • In-depth training in area of expertise (e.g. HR and Finance specialist) • More opportunities for career progression
