  2. Meeting Objectives • Provide a brief overview of provincial waste authorizations for slaughter and poultry processing facilities • Present the development process for codes of practice • Answer questions or discuss issues

Changing Current Provincial Authorization • The Environmental Management Act (EMA) was brought into force on July 8, 2004 • Combines and replaces the old Waste Management Act and the Environment Management Act • A more flexible authorization framework with modern environmental management tools

  7. What does this mean for authorizing waste discharges? EMA Codes of Practice (Minister’s Regulations) Current system authorizes for… • Compost • Incineration/gasification • Land application • Landfill • Wastewater treatment Register under a code for your prescribed industry and meet the code’s requirements Less detailed … more results based Changing system to … Detailed requirements One application / registration A permit for each activity

EMA and the Waste Discharge Regulation (WDR) • WDR identifies industries, trades, businesses, activities and operations • If not listed in WDR and other regulations, no one can pollute (sec 6(4) of EMA) • Schedule 1 - requires an authorization such as: • a permit • an approval • a regulation • an operational certificate • an order or a waste management plan … to introduce waste into the environment • Schedule 2 - eligible to be authorized by a minister’s code of practice

EMA Codes of Practice“Minister’s Regulations” • Enforceable, industry or activity-wide regulations approved by the Minister • Intended to: • provide certainty to users • streamline the Ministry’s authorization process • have a results-based focus where possible • Address the discharge of waste from a prescribed industry or activity

  11. What does this mean? • The Poultry Processing and Slaughter Industry are listed in Schedule 2 of WDR • Both industries can now be authorized under a Minister’s regulation (code of practice) • Our team is developing these codes of practice

  12. Proof of Provincial Authorization • CFIA application for permit “must be accompanied by copies of all relevant municipal and provincial licenses and inspection reports…” • MOE doesn’t generate licenses for some permitted activities / discharges

MOE’s Input to Draft SRM Manual • Emailed detailed review to CFIA • Included comments from Regional Districts on landfill requirements • Concern with landfill requirements • Suggested more definitions, outline of the time and process for CFIA applications for SRM permits etc. • Would like to link the exemption to comply with provincial criteria

The Proposed Work Plan for 2006-2007 • Currently researching technical standards for landfills accepting slaughter waste, air emissions from slaughter facilities as well as wastewater treatment and its beneficial re-uses e.g. land application • Will develop an intentions paper for consultation in the winter of 2007 • Will need to adjust timeframes where appropriate
