Procedures • - Projects submitted to MPO for funding • Eligible Fed-Aid road projects are prioritized based on: PASER , ADT, date last improved, lane width. • GCRC selects number of projects and submit them to MPO for consideration. • - Project is identified in the TIP • MPO, through similar process and budget constraints develops the TIP • - Project placed in the budget • Once project is funded, it’s placed in the GCRC budget for the designated year. Followed by job authorization number to keep track of finances and progress.

  3. Preliminary (Design) Engineering (PE) • - Design Engineering • Either done in house or contracted to a local engineering firm. • Preparation of plans & specifications begins. • - Challenges faced during PE • Design issues. • Acquisition of ROW or grading permits. • Environmental issues such as flood plain, wet land, drainage, as well as required permits from proper agencies. • Utilities conflict resolution. • - 80% plan completion • Programming Application and plans & specification are sent to MDOT local agency engineer.

  4. Preliminary (Design) Engineering (PE)(Continued) • - GI scheduled • A Grade Inspection (GI) meeting is scheduled by MDOT engineer. • All interested and involved parties are invited to attend. • Design, programming for obligation, utility conflicts & resolutions, and other local issues are discussed. • - Construction plans completed and submitted for obligation • All comments and concerns are incorporated with the plans & specifications and submitted to MDOT engineer for approval & obligation.

  5. Next Level • - MDOT/GCRC contract executed • Local agency contract through it’s normal process is approved by county road commissioners and sent back to MDOT for execution. • - Project advertised and let by MDOT • - Pre-construction meeting • - Project awarded by MDOT

  6. Construction Engineering (CE) • - Provide full time inspection • CE assigns a full time inspector to the project. • An outside testing firm is also assigned to the project to perform material testing. • - Generate bi-weekly pay estimates • It is important for the inspector on the job to accurately record contractor’s pay activities and report to CE in a timely matter. • Contractor’s payments are made by MDOT. • - Other duties • Field conflict resolution, Change Orders, Contract Modifications, and Testing Orders. • - Construction completion • - Project acceptance • - MDOT audit • - Final payment to contractor

  7. Project Close Out • - Final billings • 3rd party billing is submitted for reimbursement if applicable. • Final request for FA (CE, Testing) reimbursement is submitted to MDOT for payment. • - Final invoices • Design and testing consultant firm invoices are paid. • Final MDOT invoice for the local participation is paid. • - Close out report filed (GCRC)
