What is Meaningful Use? • The American Recovery and Reinvestment Act of 2009 specifies three main components of Meaningful Use: • The use of a certified EHR in a meaningful manner, such as e-prescribing. • The use of certified EHR technology for electronic exchange of health information to improve quality of health care. • The use of certified EHR technology to submit clinical quality and other measures. • Physicians, depending on their specialty, will need to meet a Core Set of 15 requirements and a Menu set of 10 requirements (choose 5) to qualify for payments in 2011.
Stages of Meaningful Use • Stage 1 (2011). Focus on electronically capturing health information in a coded format, and using it to track clinical conditions and for care coordination purposes. Test interoperability connections. • Stage 2 (2013). Dramatically expand on Stage 1’s testing by asking providers to “prove” care coordination. Care coordination, development of care plans, evidence-based clinical decision support, and implementation of standards for care summaries. • Stage 3 (2015). Expand on Stage 2 to promote decision support for high priority conditions, patient access to self management tools, access to comprehensive patient data and improving public health. Stage 3 will be defined in a subsequent rule.
Medicaid Incentives Key Points: 30% of patients must be covered by Medicaid* No penalties for not adopting EHR Potential incentive: $63,750k State based and managed. * The total for pediatricians who meet the 20 percent patient volume but fall short of the 30 percent patient volume is $14,167 in the first year and $5,667 in subsequent years. This adds up to a maximum Medicaid EHR incentive payment of $42,500 over a six-year period.
