London 16-19 Commissioning Model • No formal Sub-Regional Groupings • Local Authorities (LA) Commission all 16-18 providers in their borough and LLDD 19-25 (excluding apprenticeships) • Regional Planning Group (RPG) works with 32 London Boroughs • Focus on delivering the entitlement for learners in London • Commitment to building on London’s strong position

London 16-19 Commissioning Model - Process • LAs analyse common data sets and supplement them with their own additional information and local knowledge • LAs talk with neighbouring boroughs about any significant cross-borough issues • LAs use the findings to articulate a set of clear 16-19 commissioning statements that also reflect regional & national priorities

London 16-19 Commissioning Model - Process • 14-19 Partnerships discuss how they will need to work together to best deliver against those statements • LAs agree individual contributions with providers • Volume of learners & entitlement provision is summarised into a Local Commissioning Plan • LAs work across the region to produce a regional offer that best delivers for London’s learners

London 16-19 Commissioning Model - Process • RPG scrutinise and endorse a final proposal in agreement with the regional Young People’s Learning Agency (YPLA) • Regional proposals are checked for coherence and consistency before final national agreement from the YPLA • Funding flows to the region and LAs contract with providers to reflect their Local Commissioning Plans

  6. ‘’Wet run’ planner for 2010 - 2011 • June 09 New enhanced data set provided to LAs • July 09 14-19 borough plans signed off • Sep 09 Commissioning statements agreed with 14-19 Partnerships • Oct – Nov 09 Discussions with providers • Dec 09 Inter-borough dialogues • Jan 10 Draft commissioning plans • Feb 10 Final plans aggregated regionally • March 10 London regional plan finalised

  7. LLDD thinking in London • Helen McNulty will head up LLDD for RPG • London Strategic Partners group will be refreshed and advise on LLDD, coordinate and broker • LD Placement Officer needed in each borough • Specialist placements: Request to Connexions, Sec 139a will go to LA for checks then regional commissioning • LLDD need to be in local commissioning plan – LA needs to flag up any increases, for example in ASD • Expect Dept BIS to fund students and ALS 19-25 • More detail to come after RPG Nov 12th meeting
