  2. State Government • Winning independence each State began to set up it’s own government • Framers of the State government didn’t want to destroy the political systems that they had had as colonies.

  3. Articles of Confederation • A document that outlined the form of government for the new United States • Adopted by Continental Congress in 1777 and approved in 1781

  4. Articles of Confederation Contd. • Goal: To prevent national government from becoming too powerful • The people were afraid that a strong government would lead to tyranny • Gave National government few powers • 1781 Maryland was the final state to accept the Articles

  5. State Powers- Under The Articles of Confederation • States given most important powers • Set taxes • Enforcement of National laws • Control of western land • Each State had only one vote in Congress

  6. National Government Powers-Under the Articles of Confederation • Had very few powers • Wage war • Make peace • Sign treaties • Issue money

  7. Successes/Strengthsof the Confederation of Congress Governed the nation during the Revolutionary War Negotiate the Treaty of Paris at the end of the war Passed the Land Ordinance of 1785 Passed the Northwest Ordinance of 1787

  8. Weaknessesof the Confederation of Congress Lacked power to enforce laws Lacked power to levy taxes Lacked power to regulate trade among the states Required all 13 states to approve changes in the Articles **Debt was a critical problem for the government**

  9. Shays Rebellion • An uprising over debt placed on Mass. farmers in 1787 • Daniel Shays commanded a group of 1,500 men who rebelled against the government. • They wouldn’t provide them with debt relief

  10. Shays Rebellion Cont. • What would happen if a person could not pay their debts? • Their property would be auctioned off • They would be put into jail for the debt not recovered. • Debtors jail
