Target Asset Review (TAR) • Resource of asset data, regulatory compliance and decision support information to serve as an asset management tool • Comprehensive review of an agency’s files, records and studies, pertaining to a real property asset • Site inspection • Results in a report with documentation to support all the data provided, including site photos, maps and site plans

  4. Basic Information included in a TAR • GSA and landholding agency contacts • Acreage/buildings/other improvements • Acquisitions and disposals • History of the use of the property • Easements/permits/licenses • Access/transportation corridors • Historic/cultural issues or concerns • Floodplain/wetlands/endangered species

  5. Basic Information (Continued) • Underground/aboveground storage tanks • Asbestos/LBP/Radon/PCBs/Pesticides/Mold • Interest Parties • Recommendations/Follow-up issues • Community issues • Asset management recommendations • Maps/photos/site plans • Additional information

Disposal Options Studies • Determines viable options for best value to the government considering current real estate market trends • Matrix of alternatives to a typical federal disposal (i.e. federal transfer, discount conveyance, etc.) • Considers conditions where cash sale is favorable • Provides marketing strategy for each alternative

  7. Elements of the Analysis • Exchange • Lease/leaseback • Other transaction structure • Disposal • Property redevelopment plan • Matrix for analysis

  8. Deliverables of the Study • Marketing strategy of each alternative • Pro forma showing potential value of each alternative • Redevelopment plan for each alternative

  9. Marketability Study • Looks at surrounding market factors, area demand for space, local rental rates and area vacancy rates • Provides marketing strategy for alternatives and identifies options for optimal results

  10. Relocation • Offers incentive to relocate from obsolete or underutilized facilities • Disposal pays for costs of relocation and new facility, and reimburses itself from sale of old facility • Seeks 2:1 return on investment

Who Pays for the Services? • Disposal has funds available to pay for certain studies, which result in a disposal action (i.e. TARs) • Disposal pays for relocation and reimburses itself out of sale proceeds • Other services available on a reimbursable basis (i.e. Disposal Options Studies, appraisals, etc.)
