Harvest Management Plan • In April 2010, along with all user communities of the Porcupine Caribou (PC) Tr’ondëk Hwëch’in (TH) signed onto the PC Harvest Management Plan • Signing onto the Plan meant TH agreed to a number of responsibilities for managing the harvesting activities by TH Citizens, at all times not only when the caribou are experiencing low populations.
TH Fish and Wildlife Act • TH is a Self-Governing First Nation with a land claim agreement and through their Self-Government Agreement has the ability to establish their own legislation • In 2007, TH established their own Fish and Wildlife Act.
TH Fish and Wildlife Act cont… • this act provides TH with full authority to manage and administer subsistence harvest in TH Traditional Territory, along with managing harvest on TH Settlement Lands • taking on the responsibility of managing PC harvest in THTT was not something new, as it was already being conducted by TH.
Administering the Harvest in THTT Communication : • TH has held several meetings on the PC HMP for the past several years, providing up-dates and receiving feed-back from Citizens, Elders and Leaders • Information has also been provided through correspondence and the TH news paper • Additionally, communication material developed by PCMB, magnets, stickers were well received.
Administering the Harvest in THTT cont… Education: • For the past 17 years, TH has been educating our youth on the respectful harvesting of the PC through our very successful program, known as “First Hunt” • TH has been holding a camp every year up the Dempster Highway, teaching our youth, as our Citizens knew this was the base to developing hunters with the understanding of respectful, traditional, modern and safe methods of harvesting of food • Today we have many young people who go out onto the land and harvest food, they use the practices they have learned from the First Hunt camp • Our Citizens, Elders and Government Leaders strongly support this program to ensure that respectful practices of taking food from the land will continue for generations to come • Education is a key responsibility for managing subsistence harvesting in TH Traditional Territory.
Administering the Harvest in THTT cont… • For the past 3 years there has been very few or no Porcupine Caribou in THTT • As a result of the low numbers of PC migration, conservation by Citizens were clearly demonstrated • This has resulted in extremely low harvesting counts • For the 2009/2010 year, harvesting by TH Citizens ranged in the 20’s.
Recommendations Based on the recent PC census presented through the media by Alaska Fish and Game, which indicates the population count to be in the 123,000 range, Tr'ondëk Hwëch'in recommends the harvest allocation to be allocated to the Green harvesting zone. Mahsi cho
