  3. NCLB Consolidated Application and Performance Report Update For SAU specific discussions, feel free to call the NCLB Clearinghouse at 624-6705 to schedule a time for one-on-one or small group technical assistance.

  4. NCLB Allocations • Allocations for 2009-10 are still being determined. We’ll continue to provide updates as information is available.

  5. Important Dates! The 2009-2010 Application and 2008-2009 Performance Report are due by August 1, 2009 or 30 days after the end of any summer programming. If you have a summer program and will not meet the August 1 date, you must send your date of submission by July 15 to the NCLB Clearinghouse by letter, fax, or e-mail.

  6. Please note: Performance Report • 2009-2010 Application can not be submitted until the 2008-2009 Performance Report has been submitted and certified. • Outcomes from this performance report will be considered as we review your application. • Our goal is to have timely submission with projects based on data and input from all constituents. NCLB

  7. Performance Reports and Applications will be read in the order they are received. Requests for additional information or clarification will be e-mailed to the NCLB Coordinator.

  8. Timing and Quality Count!! • Submit Early • Make sure your submissions are complete and well written. • The NCLB Team will process submissions as quickly as possible—get in line early. • Check your e-mail and respond as soon as you can to our request for clarification/additional information.

  9. RSU & Cash Management • On June 30, 2009, each SAU and the new RSU will send in a cash management form to close out their account and transfer grant assets to the RSU. Title IV cash management procedures through the Office of Substance Abuse will be separate but similar. • Grants will be distributed to the RSU including funds issued after July 1 from the 08-09 school year.

APPLICATION & PERFORMANCE REPORT SETUP • AOS Members will be considered individual entities for the application unless the AOS members want to co-op. • Contact Dennis Kunces at 624-6815 to establish setup. Setup will determine if application narrative is carried forward or not. • Performance reports keep the current SAU setup and narrative.

  11. APPLICATION & PERFORMANCE REPORT SETUP • RSU applications will not carry forward any current narrative. Performance reports keep the current SAU setup and narrative. • Other entities’ applications and performance reports will remain intact with current narrative.

Maine is 100% Electronic Don’t forget to: Check your site set-up—is everything correct? • The first data entered as contact information in the Performance Report RSU “bridge” page will flow to FY10 Application Site Setup for RSUs. Please check for accuracy. • RSU NCLB Coordinators will need to call the NCLB Clearinghouse 624-6705 for their application login and password after the system is open. Are all public/non-public schools listed correctly? Inform the NCLB Clearinghouse of any school changes. Note: School names should match what is listed in MEDMS. Are the phone numbers, extensions, and e-mail addresses current? (MDOE uses this info for e-mail updates; we wouldn’t want to miss you.)

  13. Resources for Help • At the Application Website https://www.4pcamaine.org/, before login, use the NCLB Directions link for assistance in navigating the electronic version of the No Child Left Behind Consolidated Application and Performance Report.

  14. Resources for Help • After login on Data Entry Menu of the electronic system, use the Reference Library link on the dark blue Header Bar for Title specific information and samples .

  15. Resources for Help • On Data Entry Menu, there is a HELP link available at the bottom or top of each page that provides additional information to assist with completing the page. • Title IVA SECTION HELP links are embedded for each section on each Title IVA page.

Assurances There are various sections of Assurances that you must agree to: • Federal Assurances • NCLB General Assurances • Approved Special Purpose School Assurances • In addition, there will be specific title assurances identified in individual Assurance, Needs Assessment & Planning Pages.

  18. Procedures for Non-Public School Grant Participation • Similar process as last year but remember to verify the current e-mail address of the non-public school lead administrator in Site Setup. • See HELP link on the Non-public Participation Form for more instructions. • An e-mail is generated by the system when you activate the “Send E-mail to Non-public Certifying Official” regarding consultation, participation and electronic signature. See sample e-mail at the link on the NCLB home page. • Perform step 3 as soon as the electronic system opens. Waiting may delay the submission of your application.

Changes on Non-Public Form • The form will have Yes/No participation boxes and only one signature box at the bottom of the form. • Non-Publics will have three blank lines and will be asked to list three staff development areas of need as part of a statewide needs assessment of non-public schools. • The decisions made on the required Title IA consultation items need to be in written form at the SAU.

  20. Approved Special Purpose Schools (ASPS) • SAUs place students at these schools and SAUs are responsible for oversight of the students’ educational program. • The student count is included in the SAU count as entered in MEDMS. • The SAU is responsible for considering the needs of these students and teachers as they plan for the use of all NCLB funds. • The SAU must agree to the assurances and enter into an Memorandum of Understanding with the ASPS where students are placed.

  21. Flexibility • Transferability continues to be open to all SAUs. • Transfers to Title V are no longer permitted. • REAP-Flex is possible for small (under 600 students) rural SAUs including using Title V as the basis for projects. • Contact Dennis Kunces at 624-6815 if help needed.

  25. Considering Title IA Schoolwide vs. Title IA Targeted Assistance? For those considering converting to a Schoolwide Program, the following steps need to occur: • School must be 40% poverty • A year of planning is required • A board approved Schoolwide Plan must be submitted to the SEA, NCLB Clearinghouse for acceptance. • All paraprofessional staff must meet HQ requirements. • Resources are available at: http://www.maine.gov/education/nclb/schoolwide/home.htm

Title IA Assurances, Needs Assessment & Planning We want to review a few of the items on this page: • Item I: The SAU agrees to ensure that ALL students from ALL public schools will participate in the required Title I state assessments: NECAP(MEA)/MSHA, and when applicable, ACCESS for ELLs®. In the previous year, did the SAU and each school meet the 95% threshold for participation? ___Yes ___No If “No”, what steps will be taken to meet the participation requirement?

Title IA Assurances, Needs Assessment & Planning Item K: Describe how the LEA considered the needs of students placed at Approved Special Purpose Schools. - How many students from Title IA served schools are placed at these Approved Special Purpose Schools? - How does the SAU collaborate with these schools to provide Title I services to eligible students? - If these students are not served by Title IA, please comment on the reason (not eligible, students would not benefit from the Title IA program, the private school requires safety and other special training to enter the school and work with students) • It is NOT acceptable to write that the Special Education Director manages the students’ IEPs.

Title IA Assurances, Needs Assessment & Planning Item L: Describe the process for annually disseminating the NCLB School and SAU Report Card. • Who is responsible for this task? • What is the estimated timeframe for directly notifying parents and community members about the NCLB Report Card? • How will you directly notify parents and the community of its existence, a summary of the data that includes highlights and challenges, and where copies will exist? • If applicable, what is the school/SAU website URL?

  29. Homeless Liaison • Title IA funds may not be used to pay a portion of a person’s salary who serves solely as the homeless liaison with no responsibility for any part of Title IA. • A Title IA paid person may serve as the Homeless Liaison. • Title IA funds must NOT be used for transportation of homeless students.

Title IARanking of Schools & Distribution of Funds • An SAU with more than 1,000 students or with multiple schools in a grade span must follow requirements for Ranking of Schools and Distribution of Funds. • This topic is addressed in the Reference Library. • Grade Span technical steps are included in the NCLB Directions. • For additional technical assistance, call the Title IA staff at 624-6705.

Continuous Improvement Priority (CIP) SAU Setasides Title IA Setaside Project Sheets--There is no non-public equitable share required for the CIP Status projects. • CIP SAU (CIPD)—10% of SAU Title IA allocation must be used for Professional Development. In addition transferability is limited to 30% for the purpose of improvement activities. • SES/Transportation for Choice—an amount equivalent to 20% of SAU Title IA allocation; may come from multiple sources. The project description should detail the 20% amount and the funding sources used.

  33. Continuous Improvement Priority School Status Title IA Project Sheets-School Level Projects • CIP School (CIPS)—10% of Title IA School allocation for Professional Development; must come from Title IA. • The details of this project must be provided after the School Improvement Plan has been developed with the CIP School Improvement Team.

CIPS Title IA Project Sheet for Schools • 2008-2009 Monitor Schools: The CIPS 10% Project Sheet may be created with the project funds budgeted in the “Other-8000” category and updated after the required plan is completed in December 2009 or after notification of making AYP. • For schools in CIPS1 and additional years of CIPS: The CIPS 10% Project Sheet(s) will appear and details of activities for these funds must be presented in a separate sheet for each school.

Applying for Title IC: Migrant Education Funds • Consult with Migrant Education Program (MEP) staff to verify student eligibility. • Once student eligibility is verified, the MEP staff will initiate the application process by requesting activation of access. • When access has been granted to the electronic application on the NCLB website, the RSU may proceed with completing and submitting the application to request funding.

  39. Title IIA • Assurances/Needs Assessment and Planning Document changes : • SAUs who have not had 100% HQT for two consecutive years will be required to fill out an HQT Action Plan. A template will be provided. You were notified in January if your SAU was required to take this action.

  40. Title IIA • Assurances/Needs Assessment and Planning Document changes: • Item G has been changed to state the SAU has a Local Action Plan if not at 100% HQT and that each teacher who is not HQ has an individual Action Plan.

  41. Title IIA • Assurances/Needs Assessment and Planning Document • Last item refers to Special Purpose Schools. • There will be a link to the Memorandum of Agreement.

  42. Title IIA • Class- Size Reduction • New State Policy for Class Size Reduction projects. • You can access policy through a link on CSR Project Page. • Justification can be from your work or state or national studies. • All CSR teachers must be HQT.

  43. Title IIA • Project Page • Added component: State the number of total hours of Professional Development for each PD initiative.

  44. HQT Revised Documents • All Maine HQT guidance documents and forms have been updated as of October, 2008. Please download these updated guidance documents at our HQT webpage http://www.maine.gov/education/hqtp/index.htm • Replace all outdated guidance documents with these new guidance documents. • Retain all individual teachers’ HQT documentation as required.
