Objective • Strong leadership, good governance, effective multi-sectoral coordination and partnership for an energy secure pacific • Expected Results • An effective FAESP Implementation Plan • Coordination meetings of the Pacific Energy Oversight Group (PEOG) and the Pacific Energy Advisory Group (PEAG) held annually • Regional meetings of the Pacific Energy Ministers and Energy Officials conducted • Conduct regular reviews and updates of the progress in the implementation of the FAESP IP and the Energy Ministers Decisions Pacific Energy Sector Management

Pacific Energy Sector Management Objective PICTs participation and reporting under regional and international processes relating to SE4ALL enhanced through partnerships with other agencies and PICTs Expected Results Effective participation in the Asia-Pacific Energy Forum and SE4ALL tracking framework Participation at relevant national, regional and international events Strengthened new and existing partnerships

Pacific Energy Sector Management Objective Strengthen PICTs energy sector planning and coordination Expected Results National energy policies, plans and roadmaps reviewed with effective implementation and financing mechanisms Effective legislative frameworks and fiscal mechanisms and administrative tools necessary for management and progressing of the region's energy sector

Pacific Energy Sector Management ObjectiveEnhance regional effort to collect, analyse and interpret national data for effective planning and coordination Results Country Energy Statistics Booklet Developed Energy Security Indicators for all PICTs updated annually A 5 year Pacific Regional Database Repository (PRDR) masterplan developed and implemented Improved the access to up-to-date, reliable energy data and information

Petroleum Advisory Services Supply Pricing and Logistics - To assist PICTs to achieve internationally competitive supply, efficient logistics and get fair and reasonable fuel prices Market Information and Data - To inform PICTs of prevailing world and regional fuel prices and provide real market data to support PICT petroleum price monitoring and regulation Safe, Environment and Training - Increase the capacity within PICT governments to regulate and administer petroleum related regulations and internationally accepted industry standards and that responsible officials are qualified to do their jobs to an acceptable standard Development of Alternative Fuels - Regional coordination of activities to develop known coconut resources into an economically viable biofuels industry; the expanded use of clean burning LPG and the introduction of natural gas to significantly reduce petroleum related greenhouse gas emissions and to increase PICT energy diversity and security.

Projects • PALS - To improve demand side efficiency, reduce greenhouse gas emissions and minimise fossil fuel use by designing and implementing a Pacific appliance labelling and standards (PALS) programme for electrical appliances that is aligned with the existing standard and labelling program being delivered in Australia and New Zealand • PACTVET-To enhance and/or create P-ACPs' regional and national capacity of, and technical expertise to respond to climate change adaptation (CCA) and sustainable energy (SE) challenges. • SEPP • Increase electricity access in PNG, Vanuatu and Solomon Islands • Increase access to modern and cleaner cooking fuels • CFL • Promote use of sustainable transport and reduce reliance on fossil fuels – B4C

GIZ- ADAPTING TO CLIMATE CHANGE AND SUSTAINABLE ENERGY (ACSE) Implementing Partners to the national projects for Kiribati, Tuvalu and FSM • Kiribati – To help achieve the government target of establishing renewable energy systems in 100% of rural public and private communities across Kiribati • Strengthen the capacity of Tuvalu’s outer island and rural communities’ to adapt to the adverse effects of cc and to enhance the use of appropriate biogas technologies regionally • Contribute to enhancing energy security in the FSM with the focus on contributing to the national energy policy target for renewable energy and the reduction of fossil fuel use for power generation

PECREE Objective To create an enabling environment for local renewable energy and energy efficiency markets and investments Expected Results Effective regional RE & EE promoting entity created and efficiently managed The capacities of the public and private sectors on various RE & EE aspects are strengthened and applied Availability of investment and market data, awareness and advocacy on RE &EE are strengthened Investment and business opportunities for local companies and industry are created and implemented
