Food redistribution: It’s more than legislation • Staff training on food safety and traceability • Building capacity and trusted partnerships with industry, retail, farmers etc • Cost burden alleviation e.g. tax breaks and other cost support mechanisms to assist with making the ‘wheels go round’ • Levies to help charities or NGOs with training, food safety and overhead costs • Investment in cool / cold chain to store food safely and redistribute more nutritious foods • Where is the best place to focus legislation or policy? Really need to reflect on and consider whether a Good Samaritan or French/Italian legislation is the best approach – it might not be. • What could the unintended consequences of a policy / legislation be? • Incentives/ fiscal measures to make throwing away surplus food the least attractive route (cost, legislation etc)? • Evidence- versus emotive-based policy / legislation • Implications and stigma attached to food safety scares within redistribution • Co-harvesting policies Nothing should compromise safety!

Data requirements for a voluntary agreement • SA’s country-level data is in a far better position than the majority outside the EU and North America • SA doesn’t need to play catch up – there is enough adequate data to set a baseline • Initial estimates always have a level of uncertainty – that’s ok • We can commit to continuous improvement over time – to improve estimates where necessary • Identify data gaps for improvement using e.g. the World Resource Institute’s (WRI) protocol • We’ll need to decide on what approach works best for us – what do we need to report, our indicators (e.g. water, nutrition, cost), what methdolog(ies) will we use, who will report, confidentiality (there are many examples to draw on and adapt for our unique circumstances)? • This is a iterative learning process with data improving over time

Themed dialogues and working groups • Based on hotspots along the food supply chain/ consumer level and areas of pertinence to a South African voluntary agreement • Active members / signatories (e.g. retail, Tier 1 suppliers & primary agriculture) engage in discussions to inform South African food waste roadmap, voluntary agreement, targets and future activities around themes • Important there is a sense of ownership – country-led and put together by South Africans in consultation with those who’ve been before us Retailer / consumer relationship Food access, redistribution and nutrition On-farm / post- harvest clusters • Apparatus: • Methodologies • Policies & legislation • Governance & co-ordination • Financing Food export Food manufacture & intermediaries Hospitality, food-service & tourism ‘Informal’ food sector Public procurement
